Description
The Walla Walla District Corps of Engineers intends to award a sole source contract to Advanced American Divers Service in accordance with authority in FAR 5.203. Subject contract will consist of moving the Behavioral Guidance Structure (BGS) at Low er Granite Lock and Dam, Snake River, Washington, between stored and deployed positions. The BGS is a prototype structure that is unique, complex and difficult to mobilize. The BGS is an 1100-foot long floating vertical steel wall which weighs approxima tely 4 million pounds. The BGS is located in the reservoir directly upstream of Lower Granite Dam. The BGS is designed to guide juvenile salmon and steelhead away from the powerhouse to reduce juvenile fish from being drawn into the turbine intakes. The BGS can be moved upstream away from the powerhouse during the biological testing and for emergency removal during flood events. The BGS is moved by 2 winches, both winches have approx 1100 feet of 2 1/4 inch wire rope. One winch has a capacity of 100 tons and the other is 140 tons. The Government has no operators trained to move the BGS. Two moves will occur prior to biological testing to ensure the powerhouse anchor (relocated by others) is installed correctly. The remainder of the moves will occur during the fish monitoring season in April thru June 2004, and/or 2005. Prior to moving the BGS, the Contractor shall complete the necessary maintenance repairs on the BGS. Maintenance repairs may include but not limited to the following: recharge and /or replace batteries for the upstream and downstream winches, full service maintenance on running equipment, including changing of all fluids and filters. Upon completion of the moves, in each year, the Contractor shall winterize the BGS. This notice o f intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The size standard for small business conce rns under NAICS 488390 is $6.0 million.
