Description
CONCTACT INFO: Contract Specialist is Charlene Duncan, charlene.c.duncan@usace.army.mil. To order a CD, interested firms may fax a request to 509/527-7802; email a request to Charlene Duncan; or register via the Walla Walla District’s web page at http://www.nww.usace.army.mil/ebs/AdvertisedSolicitations.asp. To guarantee addition to the bidders list, web page registration should be followed up with a fax to the number given. All requests for a CD must contain the following information: compa ny name, shipping address business size, point of contact with email address, phone number and fax number. Requests for proposal will be issued on or about March 17, 2004 with the proposal due date no earlier than 30 days after issuance of the solicitatio n. Closing date will be stated in the solicitation. SOLICITATION DOCUMENTS WILL BE AVAILABLE ON CD ONLY. PROCUREMENT INFO: The Walla Walla District, US Army Corps of Engineers intends to award at least 2, but not more than 5 Multiple Award Task Order C ontracts (MATOC). The MATOC contracts will be indefinite delivery indefinite quantity contracts. Each contract will be for a base and 4 option periods. A period is generally equivalent to a calendar year. The total of all contracts will not exceed $5.0 million per period or $25.0 million total. Evaluation of proposals will follow a best value process and will result in the award of at least 2, but not more than 5 firm-fixed price construction contracts. Technical evaluation factors, when combined, are more important than price. DESCRIPTION: While the MATOCS are intended primarily for support to the Walla Walla District, the contractor may also be requested to perform similar services under this contract at other Northwestern Division (NWD) locations such as Portland and Seattle Districts. The contracts are to provide general construction services such as mechanical, electrical, structural, soils and geotechnical, and concrete work, and when warranted fast-track assistance in the form of construct-as- designed projects. Tasks may include general or specialized maintenance/repair or new construction on projects where NWW customers require fast response. As requirements develop, Requests for Proposals (RFP) for task orders will be issued on a competitiv e or sole source basis, at the Government's option. Award of competitive task orders may be based on either best value or low price. ADMIN INFO: This announcement is open to all businesses regardless of size; however, when evaluating proposals, HUBZone firms falling within the competitive range will be considered first for award. The North American Industry Classification System (NAICS) code is 237990. A concern is considered to be a small business if its average annual receipts for the previous three fiscal years do not exceed $28.5 million. If a large business is selected to receive one of the contracts, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The intend ed subcontracting goals are that a minimum of 57.2% of the contractor’s intended subcontract amount be placed with small businesses (SB), 10% with small disadvantaged businesses (SDB), 10% with woman-owned small businesses (WOSB), 3% with historically underutilized small businesses (HUBZone), and 3% with service-disabled veteran-owned small businesses (SDVOSB). The plan is not required with this submittal. In order for contractors to conduct business with the Department of Defense, the contractor mus t be registered in the Central Contractor Registration (CCR) database and must provide registration information with their proposal. Contractors can access the CCR for free at http://www.ccr.gov. All responsible sources may submit an offer, which may be considered. This synopsis is not a request for proposal, but a notice that solicitation will be issued. Contractors must register with the Walla Walla Distric t as noted above, to receive the solicitation.
