Description
COMPETITION WILL BE LIMITED TO 8(a) CONTRACTORS. Any prospective Offeror interested in proposing for this solicitation may view and/or download this solicitation and all amendments from the internet site http://ebs.sas.usace.army.mil/ after solicita tion issuance. Description of work: This solicitation is for the design/build/alteration of buildings, roads, drainage systems and utility systems. Work will be primarily at Fort Jackson, SC and Fort Stewart, GA (within the Corps of Engineers South Atlan tic Division). However, work may be awarded for projects located outside the above-stated geographical boundary on an excepted basis as determined by the Contracting Officer. An Indefinite Delivery, Multi-Task Construction Contract will be awarded with a base period of one year and two option period of one year each. Task orders will be Firm Fixed Price. The total contract including the base period and options shall not exceed $14.5 million. The contract will be solicited and procured using a Performanc e Price Tradeoff (PPT) Request for Proposals (RFP) in accordance with FAR Part 15. Offerors are required to submit a Technical and Price Proposal. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of th e criteria requested that offer the best value to the Government. The technical proposal will be evaluated using the following factors: Factor 1: Construction Past Performance, Factor 2: Construction Experience, Factor 3: Construction Capacity, Factor 4: Design Specialized Experience and Technical Competence, Factor 5: Design Staffing and Professional Qualifications and Factor 6: Design Knowledge of Locality. The magnitude of construction is more than $10 million. This solicitation will be issued i n electronic format only and will be available on or about March 11, 2004 on the Internet at http://ebs.sas.usace.army.mil. Proposals will be due on or about April 13, 2004. Notification of amendments will be through use of the Internet. No additional m edia (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
