- This synopsis is issued to cancel all previous notices. This is a transition announcement as required by the revised OMB A-76 circular dated 29 May 2003. The U.S. Coast Guard Personnel Service Center (PSC) formerly known as Human Resources Services and Information Center (HRSIC) is conducting a standard competition, in accordance with OMB Circular A-76 (Revised May 29, 2003) for the Retiree and Annuitant Services Branch (RAS). The requirement for this acquisition is to provide retiree and annuitant support services, which include pay and personnel services, to USCG and National Oceanic and Atmospheric Administration (NOAA) retirees, reserve retirees, survivor annuitants, former spouses, and former members of the lighthouse service. Pay and personnel support services include entitlement determination, pay action, education, counseling, and day-to-day communications from the time the member enters retirement until death. Similar support shall be provided to survivor annuitants as well. Work for these support services includes but, is not limited to, establishing and maintaining retirement, reserve retirement, and annuitant accounts; providing payroll accounting; processing monthly and supplemental payrolls; providing customer service; and processing reports. Currently, RAS provides support to a customer base that consists of approximately 37,300 USCG and NOAA retirees, annuitants, and Former Spouse Protection Act (FSPA) recipients. At the same time, it provides non-pay customer service support to an additional 2,500 personnel. Approximately 31 Full Time Equivalent positions are affected by this competition. The USCG anticipates awarding a service provider agreement (contract, fee-for-service or letter of obligation) with a base period of one year and four one-year option periods. A firm fixed-price contract type is anticipated. The USCG Competitive Sourcing Official is Mr. Robert Horowitz; the Contracting Officer is Ms. Faye Jones; and the Agency Tender Official is CAPTAIN Richard Rooth. The projected end date of the competition is June 27, 2004. A draft RFP will be posted to FedBizOpps on or about July 1, 2003. Currently, no deviations are pending but may be requested as conditions change.
