Description
Public Announcement and Sources Sought Announcement. The Food and Drug Administration (FDA), as a component of the Department of Health and Human Services (DHHS), announces the initiation of an A-76 study of its Clerical Support Services function. The function is currently performed at approximately 60 different addresses within 41 different cities in the United States and Puerto Rico. The preponderance of the positions performing the work are located in the Metropolitan District of Columbia area. The study will be conducted using Standard Competition procedures. The following activities make up the Clerical Support Services scope of work: 1. Mail, correspondence, and reports – a. processing incoming and outgoing materials to include the mail routing to appropriate internal and external personnel; b. editing letters; typing letters and reports; reviewing correspondence for accuracy, completeness, grammatical correctness, and compliance with office policy; c. assembling briefing or program packages, developing and maintaining electronic and manual filing systems; d. collecting data for reporting purposes; e. preparing presentation outlines; f. developing standard forms or letters. 2. Office Automation – a. developing and/or utilizing tracking systems to assist organization in monitoring/tracking work; b. performing data entry services; c. developing/utilizing other automated information technology tools to help the organization carry out its mission 3. Travel – a. coordinating travel arrangements including preparing all necessary paperwork, making hotel/car rental reservations b. notifying organizations and officials to be visited c. submitting travel vouchers and reports as required. 4. Office Supplies and Equipment – a. Orders services, supplies and equipment, at prices within specified ranges and subject to other reasonable conditions deemed appropriate by the agency b. Monitors services, supplies and equipment to ensure their availability for the office. The Incumbent Service Providers are all FDA Federal employees except for occasional temporary clerks brought in on a contract basis to fill vacant positions during the recruitment process. There are approximately 530 Government personnel performing this activity currently. The amount of time expended by the persons that is within the scope of the Clerical Support Services function is equal to approximately 350 full time equivalents. The Agency Tender Official is Ms. Carrie Hanley, FDA The projected end date of the competition is February 26, 2005. The FDA seeks a statement of interest from commercial and governmental entities in being a potential party to such a competition. The FDA would also like to know if there is any aspect in the scope of work that, in your opinion, makes this an inappropriate structure for grouping these clerical support tasks.
