- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This acquisition is restricted to small businesses. The associated standard industrial classification code is 3572. The associated NAICS code is 334112. The acquisition is as follows: 1 Refurbished SGI Origin 3800 including: first tall CPU Rack required for all 3800 systems, 32 x 600MHz CPUs for 3800, 2 8 port routers, 8 C-Bricks, 2 I-Bricks, 2 Power Bays, 35GB main memory, 1 empty I/O rack for SGI 3000, 2 single phase power 3 distribution unit (1 per power bay), 1 36GB disk drive for I-Brick, and 2 PCI-GIGENET_C Gigabit Ethernet 1 port copper. The quotation should also include a one year Parts Care Plus warranty including unlimited telephone support through the technical support center during the business hours of Monday through Friday 9:00 a.m. to 6:00 p.m. (PST), excluding holidays. Additionally, an on-site spare parts kit will be supplied for critical system components noted on an addendum to the contract. The on-site spares kit includes: 1 C-Brick, 1 I-Brick, 1 Power Bay, and 1 L2 Controller. The Parts Care Plus Service Agreement also includes advance parts exchange for parts not included in the spare parts kit. The product descriptions provided above are meant to show the Government’s minimum requirements. Offerors can quote with like items, but must submit evidence of capability and compatibility of replacements. Offerors quoting equals must provide descriptive literature to the extent necessary to allow the Government to determine the technical acceptability of the equal item. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. (End of Provision) Provision 52.212-1, Instructions to Offerors - - Commercial; clause 52.212-4, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders – Commercial Items (to include: 52.222-26, Equal Opportunity; 52.22-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.22-36, Affirmative Action for Handicapped Workers; 52.22-337, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era); clause 52.232-33 Mandatory information for electronic funds transfer payment; and provision 52.212-2 Evaluation – Commercial Items, the following factors shall be used to evaluate offers: technical capability of items offered to meet the Government requirement and price in descending order of importance. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications—Commercial Items with the offer. If the offeror does not have a copy of this provision, go to www.arnet.gov to get a copy or contact the contract specialist by email to receive a copy. Any responses received without 52.212-3 will be considered non-compliant. Additionally all bidders must be current registrants in the Central Contractor Registration database (www.ccr.gov). The following DFARs clauses apply to this acquisition: 252-212-7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items (including 252.225-7001 Buy American Act and Balance of Payment Program); and 252.211-7003 Brand Name or Equal. Offers are due at the Air Force Flight Test Center, Directorate of Contracting, 5 South Wolfe Avenue, Edwards AFB, CA, 93524-1185, on 08 March 2004 at 4 pm PST.
