- Attached to this synopsis is a REQUEST FOR INFORMATION (RFI) issued by the COMMODITY FUTURES TRADING COMMISSION ("CFTC" or "Commission") in connection with a DRAFT STATEMENT OF WORK, which is included in the RFI. The successful contractor will be required to provide Internet web crawling services employing retrieval and analysis technology to assist the CFTC’s Division of Enforcement in the identification of potential violations of the Commodity Exchange Act (CEA) as amended. The Contractor will be required to provide existing, mature technology (e.g., web crawler, web spider, etc.) to crawl the Internet and collect Internet communications including messages posted on World Wide Web sites, sent to Usenet discussion areas or newsgroup servers ("newsgroups") and posted to list servers ("listservs"), using customized criteria and state of the art analysis methods. The Contractor shall use its hardware and software to search any additional Internet communications mechanism identified with potential violations of the CEA. The Contractor shall search only publicly accessible sites. Comments in response to the RFI are particularly solicited for the draft Statement of Work. Your comments on potential contract types, procurement methodologies (e.g., GSA Federal Supply Schedule), suggested technical evaluation criteria, and any other areas are also desired. Additionally, for CFTC planning purposes please provide a brief description of your firm’s capabilities to successfully perform the contemplated project, including a description of any commercially available software/systems. Also, please provide a rough (non-binding) estimate of the cost of performing the work over a potential five year period, if possible. Please provide comments by March 12, 2004.
