Description
The Naval Research Laboratory (NRL-SSC) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1). NRL will negotiate with L-3 Communications/GSI, 1801 McCormick Drive, Largo, MD 20774 for the development of software for generating an observational catalog for the Solar-B EIS. The tasks will be divided into two sequential phases for development of the catalog forms: Phase I: a planned catalog which contains metadata describing EIS raster observations at the time of their scheduling. The contractor shall develop the planned catalog using a relational database modeled on the SOHO/CDS database system. The database shall be generated, populated, and maintained by a suite of well-documented and well–tested IDL routines in the Solar Soft library; Phase II: an asrun catalog which contains metadata describing EIS raster observations after their execution. The contractor shall develop the “asrun” catalog having the same relational database structure and metadata fields as the planned catalog. The main difference shall be that the metadata fields shall record raster observation parameters (e.g., start time, exposure, pointing) as they actually occurred. Both catalogs shall be accessible with the IDL program EIS_CAT. Phase II will be initiated only after satisfactory completion of Phase I.
