Description
17. The Naval Air Systems Command (NAVAIR) intends to negotiate a contract with Parker Hannifin, 16666 Von Karman Avenue, Irvine, CA, for the upgrade of the T-56 Engine Starter Sun Gear. This requirement is required to provide a Component Improvement Program (CIP) for Navy T-56 Air Turbine Starter, overhaul (2) 36E79-12QB Air Turbine Starters, develop and submit data reports and packages for the Sun Gear improvement program, and provide engineering support for the Navy Qualification Testing of the Sun Gear. This includes engineering and supporting services to initiate the Component Improvement Program (CIP) in order to maintain systems effectiveness and optimize the affordable readiness of the T-56 engine Air Turbine Starter Line Sun Gear. CIP shall consist of a Planetary Gear Material Analysis, Gear Life analysis and reliability improvement predictions, Engineering Design Layout of Proposed Changes, Support Equipment Recommendation Documents, Design Assurance Test Procedure, Design Assurance Test Report, Comments on USN Qualification Test Procedure, Engineering Change Proposal, Design Change Notice, and Complete Engineering Drawing Package. The contractor shall provide all labor, tools, materials, transportation and supervision (unless otherwise specified as Government Furnished Property) necessary to perform the requirements of this contract. It is anticipated that the Government will award a Firm Fixed Price contract with an 18-month period of performance. This action will be negotiated on a sole source basis with Parker Hannifin under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). Parker Hannifin is the only know source that possesses the technical data, tooling, test facilities, an in-depth knowledge of the designs necessary to resolve ATS safety, reliability, and readiness problems in a timely fashion. This is not an invitation for bids and the information presented in this announcement will not obligate the Government in any manner.
