Description
The National Institute of Standards and Technology (NIST), Electron and Optical Physics Division, Photon Physics Group, has a requirement for a major upgrade to a grazing-incidence extreme-ultraviolet (EUV) monochromator. In 1991-1993, a grazing incidence beamline was designed and constructed at the NIST Synchrotron Ultraviolet Radiation Facility (SURF III) storage ring. The beamline operates from 4 nm to 40 nm and was constructed with the primary intent of measuring the reflectivity of multilayer mirrors for Extreme Ultraviolet Lithography (EUVL). This beamline is an important component in NIST’s role in providing advanced EUV metrology to the nation. U.S. industry has placed accuracy and precision demands on measurements that NIST cannot meet with the current system. The purpose of this requirement is to improve significantly the accuracy and precision of the monochromator in the grazing incidence beamline.***THE PERIOD OF PERFORMANCE SHALL BE 12 MONTHS FROM DATE OF AWARD. *** FOB is destination, Gaithersburg, MD. ***This requirement is being procured using full and open competition. ***A fixed-price contract is anticipated. ***The NAICS code for this requirement is 334516 with a size standard of 500 employees. ***The competitive Request for Proposal (RFP), RFP amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizopps.gov/ under RFP number SB1341-04-R-0009. *** Potential offerors are advised that a SITE VISIT will be conducted. The site visit shall allow offerors the opportunity to view the facility where the equipment will be installed. Information on the date, time, and registration requirements for the site visit shall be released with the RFP at http://www.fedbizopps.gov. Potential offerors are strongly encouraged to attend the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award. ***The RFP is anticipated for release to the vendor community on or about MARCH 15, 2004, and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the RFP in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored, and no bidders list will be maintained.
