Description
This is a Broad Agency Announcement (BAA) for research and development to Support: (1) investigations into edge or networked organizations, their formation and operation, (2) development and testing of the theory and practice of the command and cont rol of such organizations, and (3) analysis of the necessary and sufficient conditions for their success. The Command and Control Research Program (CCRP) within the Office of the Assistant Secretary of Defense (Networks and Information Integration), OASD( NII), undertakes a program of research and related initiatives that are designed to improve both the state of the art and the state of the practice of Command and Control and to further the process of designing, refining, and implementing transformational network-centric mission capability packages (MCPs) that will make the DoD an Information Age organization able to meet the myriad of mission challenges of this Century. The CCRP is particularly interested in (1) undertaking research and development effort s, under this contract, that contribute to a better understanding of edge organizations and the applicability of various approaches to accomplishing the functions traditionally associated with military command and control, (2) undertaking research that pro vides improved representations, models, tools, and methods to enable us to explore and experiment with network-centric command arrangements in the context of MCPs. PREPARA TION OF CONCEPT PAPERS: The concept papers shall address the following: (1) Nature of the C2-related problem or issue being addressed, (2) the specific research objectives of the project, (3) the technical approach and project plan, (4) the deliverables and the expected utility, (5) the qualifications of the project team, (6) examples of relevant performance, and (7) firm fixed price. Where more information is required, a second technical paper or technical discussions may be requested. This initial scre ening will save offerors the time and expense of developing a formal proposal with little chance of award. SUBMISSION OF PAPERS: Offerors shall first submit a 3-5 page concept paper prior to 31 December 2004 to Dr. David S. Alberts, Director, Research, O ASD(NII), 3E172 Pentagon, Washington, DC or by email to : david.alberts@osd.mil. If the submission is by mail, a softcopy in Word should be included. Offerors will be notified as to whether their papers have, or have not, been favorably considered. Noti fication of a favorable review will include a request to submit an original and two (2) copies of a formal proposal consisting of separate technical and cost volumes. Favorable review of white papers does not guarantee selection, and may not be construed a s a binding commitment by the government to fund the proposed effort. DEADLINES: Concept papers may be submitted at any time before 31 July 2004 and will be reviewed, evaluated, and if selected, funded as they are received. For those proposals that warra nt funding, a formal proposal will be required. Proposals will be due within 60 days of notification but in any event not later than 31 December 2004, the final date for proposal submission under this BAA. Proposals shall be valid for a period of not less than 180 days. PROPOSAL PREPARATION: The technical volume shall not exceed fifty (50) pages. Pages in excess of this limitation will not be considered by the Government unless the offeror requests an exception in writing to the Contracting Officer and receives written approval. Resumes will not be included in the 50-page limit. Technical proposals must contain as a minimum: (1) Cover Page (including BAA number, area of interest addressed, proposal title, technical and administrative points of contact and their addresses with telephone and fax numbers), (2) Table of Contents, (3) Statement of Work detailing the technical approach which includes a clear statem ent of the problem and the objectives of the effort, the proposed approach and methodology, how the success of the project is to be measured, a plan of action and supporting milestones, and an explicit indication of any proprietary aspects of the proposed effort, including how they might impact the use of the project's results by the US government or its coalition partners, (4) Management section to include relevant past performance, facilities, and other relevant resources, organization of the project effo rt, (5) current and past Government or commercial contracts and points of contact with addresses and phone numbers, and (6) resumes of key project personnel. Cost proposals have no limitation. The cost proposal/price breakdown shall be prepared in accord ance with FAR 15.403-5 and 15.408. PREPARATION COST: This announcement is an expression of interest only and does not commit the government to pay any proposal preparation cost for responding to this BAA. Responses should be forwarded at no cost to the Go vernment. The cost of preparing proposals in response to this announcement is not considered an allowable direct change to any resulting contract or other contract. The contractor's proposal (or any part thereof) may be incorporated into the resultant co ntract by reference. BASIS FOR AWARD: One of the following three actions will be taken after the evaluation of a submitted concept paper: the offeror will be awarded a firm fixed price contract for the work proposed, the offeror will be asked to clarify or modify the proposal and resubmit, or the offeror will be notified that the CCRP has no interest in undertaking the proposed effort at this time. Offerors are advised that only contracting officers are legally authorized to contractually bind or otherwi se commit the Government. Priority consideration will be given to offerors that can demonstrate that the product of the proposed research would be utilized by another DoD organization and/or propose collaborative research efforts that are supported by othe r DoD organizations. Concept papers will be evaluated based upon: (1) the contribution of the proposed work to advancing the goals and objectives of the CCRP, (2) the qualifications of the project team, (3) the proposed technical approach and project pla n, and (4) the offeror's past performance. Although cost is not specifically weighted as such, it will also be considered in the evaluation process in terms of cost realism, and as proposals become more equal in technical merit. Any proprietary data/infor mation submitted to the government shall be marked accordingly. The provisions of DFAR 227.7102-2, Rights in Technical Data, will apply to any resulting contract issued under this BAA. MISCELLANEOUS: This Special Notice itself constitutes the BAA as cont emplated in FAR 6.102(d)(2). No formal RFP or other Solicitation regarding this announcement will be issued. This is an unrestricted solicitation. Historically Black Colleges and Universities, Small Disadvantaged Business Concerns, Women Owned Business Concerns, and Small Business Concerns should identify themselves and the criteria by which they qualify in their technical proposals. Other business that have included the above in their proposed team should identify them in their proposal.
