Description

DESIGN/BUILD Arsenic Treatment Systems, Kirtland AFB, Bernalillo County, NM. The acquisition is unrestricted, open to both large and small business concerns. NAICS is 237110 (former SIC Code 1623), with a size standard of $28,500,000.00. The magni tude of construction is between $5,000,000.00 and $10,000,000.00. Bonding will be required for this acquisition. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issu ed on or about March 11, 2004, with proposals due on or about April 21, 2004. This solicitation will not be issued on paper. Large business firms are required to submit a subcontracting plan with the following minimum goals: 57.2% for small business; 10 .0% for small disadvantaged business; 10.0% for women-owned small business; 3.0% for HUBZone small business; and 3.0% for service-disabled veteran-owned small business. WORK CONSISTS of the design, construction, and installation of a dedicated pipeline to deliver flows from three wells to a new 2-million gallon blending tank; the water from four other wells will also be redirected to discharge into the new blending tank. The main pump station is to be re-equipped with larger pumps. The project also requi res new standby generators at three wells in addition to the main pump station and a chlorination station at the new blending tank. The existing SCADA system will require an upgrade to permit the control of flows from the different wells to the new blendi ng reservoir. The approximate construction period is 480 calendar days. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. This solicitation will be issued using electronic bid sets (EBS) and provided on compact disks-read only (CD-ROM) at no charge to all registered plan holders. Any prospective offeror interested in propos ing on this solicitation must register to be placed on the Plan Holders List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Bidders must self-register o n the Internet. THE REGISTRATION PROCEDURE IS AS FOLLOWS: At the Albuquerque District Contracting Division home page at web site, http://www.spa.usace.army.mil, find Doing Business With Us and click on Advertised Solicitations. On this screen that is en titled, EBS Albuquerque District, click on the solicitation number you are interested in. On the following screen, find Solicitation Registration, and click on Register For This Solicitation. If you have not previously registered, click on New User and f ollow the instructions for Login Information. This will require you to establish a user name and password. The same user name and password may be used to register for other projects in the system without having to repeat the entire registration process. When you register for the Plan Holders List, please complete all requested information. After completing the registration process for this solicitation, verify that your firms name appears on the associated Plan Holders List. All offerors should check t he Albuquerque District Contracting Division website daily for notification of any changes to this solicitation, including amendments.
