Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The reference number for this procurement is F7LGC140550100. This synopsis/solicitation is being issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. (iv) This solicitation is being issued for full and open competition with no set-asides. The associated NAICS code and small business size standard is 532112 and $21.5 million. (v) Line items will be numbered CLIN0001-CLIN0056. There will be one CLIN per vehicle, with the following requested vehicles: 15 Sedans, 15 Pick-up trucks, 16-7 PAX Vans, 1 Cargo Van (will sub a 7PAX w/o seats), 4-SUVs, 2 Vans, and 3 Trucks, for a total of 56 Vehicles. (vi) We will be leasing approximately 56 vehicles for an expected duration of one year. A list of specific vehicle requirements is available upon request for interested parties. A pre-formatted RFQ can also be sent upon request. (vii) Delivery (and pick-up) of vehicles will be to the Tropicana at Andersen AFB, GU. Vehicles are required for use immediately and should all be delivered no later than 15 March 2004. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, is applicable to this solicitation. The evaluation factors to be used are price and price related factors. The government reserves the right to evaluate equally, as regards to time of delivery, offers that propose delivery of each quantity within applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the period specified above, will be considered non-responsive and rejected. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause are applicable to the acquisition: 52.222-3, 19, 21, 26, 35, 36, 37, and 52.232-33. (xiii) The following clauses are also included in this solicitation and pursuant award: 52.208-4, Vehicle Lease Payments, 52.208-5, Condition of Leased Vehicles, 52.208-6 Marking of Leased Vehicles, 52.208-7 Tagging of Leased Vehicles. It is a requirement that prospective offerors be registered in the Central Contractor Registry (CCR) in order to be considered for award. Offerors are requested to provide a monthly rental rate, a monthly lease rate (month to month rate) and a monthly rate under a yearlong lease to include the cost of early termination if applicable. All rates should be inclusive of all fees applicable to the rental/lease. Lease/rental must include unlimited mileage while in the government?s possession as well as all maintenance, including oil changes and tire rotation in accordance with the manufacturer scheduled maintenance plan. The contractor is shall provide replacement vehicles when maintenance/repair of any vehicle will exceed 24 hours. The government reserves the right to award this contract to multiple vendors based on a best value determination.
