- This is a Sources Sought Synopsis Announcement only. No solicitation is being issued at this time. While the action being advertised is likely to occur, no firm requirement exists and the amount of information available for publication at this time is limited. The solicitation, when issued, will be a Request for Proposal (RFP). A best-value determination will likely be the method of contractor selection. OC-ALC/ITEP at Tinker Air Force Base (TAFB) seeks potential sources for personal computer maintenance and web page content support. The Oklahoma City Air Logistics Center (OC-ALC) is a large Government organization located at TAFB. The OC-ALC has roughly 14,000 personal computers (PCs) used daily by personnel working on the base. Computer maintenance support includes by is not limited to all hardware and software associated with the PCs and other network attached devices such as printers. The scope of this work is from the network connection on the wall onward to the PC and/or network attached device. The OC-ALC also hosts a large intranet website and solicits sources for web page content updates using standard commercial web page editing software. The following information is requested from interested sources in response to this Sources Sought Announcement: 1) Company Information, to include company name, address, point(s) of contact, e-mail address for all point(s) of contact, CAGE Code, DUNS number, Size of business pursuant to North American Industry Classification System (NAICS) Code: 811212, Size: $21,000,000.00, whether your company represents one or more Small Business Administration (SBA) categories (i.e., woman-owned, HUBZone, Small Disadvantaged Business, etc.), a statement as to whether your company is domestically or foreign-owned (if foreign, please indicate the country of ownership), indicate whether your company is currently registered in the Central Contractor Registration (CCR) database and when that registration expires. 2) Information regarding past contracts for same/similar effort, to include title and objective of that effort, contracting agency (or commercial company) information, time period of the effort, dollar value of the contract, type of contract (i.e., firm-fixed price, time & materials, cost, etc.), accomplishments of the effort, point(s) of contact at the organization receiving the services (to include address and telephone number). Further information is requested in a Market Survey described below. It is anticipated that the contract performance period will be a base period with multiple one-year option periods, exercised at the unilateral right of the Government. The contract type is anticipated to be firm-fixed price, commercial (Commercial Off The Shelf) utilizing FAR Parts 8, 12 and for Commercial contracts awarded under the General Services Administration (GSA) Multiple Award Schedules (MAS). However, the final determination of contract type will largely depend upon the information gleaned from the information received from Industry through response to this Announcement, industry days, and internal market research. A small business set-aside, if any, has not been determined. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing on Federal Business Opportunities (FBO) website at http://www.eps.gov . It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations Supplement (DFARS) 252.204-7004, Required Central Contractor Registration (CCR), lack of registration in the CCR will make an offeror ineligible for contract award. This Sources Sought Synopsis Announcement is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond to this Announcement by the date and time listed below. Any information provided by Industry to the Government as a result of this Announcement and the Market Survey is voluntary; the Government will not pay for any information submitted in response to this Announcement. The Government requests that interested parties responding to this Announcement and the Market Survey send their written responses to Mindy D. PURPOSE ? This Market Research Survey is being conducted to determine what sources exist that may possess the expertise, capabilities, and experience necessary to satisfy a possible Government requirement for personal computer maintenance and web page content support for OC-ALC at TAFB. At this time, no firm requirement exists. 2. DISCLAIMERS - 2.1 this is a market research survey only, and not a Request for Quote/Proposal; therefore, the Government will not incur any obligation as a result of responses from Industry. 2.2 Results will be used to determine if the Government requirements can reasonably be met with existing capabilities and Commercial services. Results will not be shared with competitors. 2.3 Participation is entirely voluntary, and does not bind your company in any way. 2.4 There is no guarantee of future business as a result of your response to this survey. 2.5 The requirements and scope of this potential acquisition are subject to change. 2.6 Additional suggestions or recommendations are welcomed and encouraged. 3. SCOPE OF WORK ? 3.1 Overall scope: Consolidate multiple free-standing computer support service contracts into one large support contract for personal computer maintenance and web page content support for all organizations in the OC-ALC at TAFB. 3.2 Computer maintenance support includes all hardware and software associated with the PCs and other network attached devices, to include but not be limited to, printers, networks, CAC Cards, scanners, etc. 3.3 The web page content support includes, but is not limited to, web page content updates using standard commercial web page editing software. 4. QUESTIONNAIRE ? 4.1 Have you ever performed same/similar services under a performance-based services contract (AFI 63-124) with any Government agency? If so, please describe the following items as they were accomplished in those contracts: performance threshold criteria, performance metric report, incentive structures, workload sizing, and automation strategies employed. 4.2 What are your commercial best practices in the Industry for accomplishing same/similar workload as described in the scope of work above?
