- Description
- The National Oceanic & Atmospheric Administration (NOAA), Aeronomy Laboratory (AL) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with the University of Miami to use a specially designed whole air sampling system to collect volatile organic compound samples onboard the NOAA WP-3D aircraft during the New England Air Quality Study (NEAQS field study). The collected samples will be analyzed by GC-MS and the data interpreted, reported in the peer-reviewed literature and transferred to the study archive. The University of Miami is uniquely qualified to perform these tasks because the principal investigator and his research team have developed the unique automated whole air sampling capability specifically for the NOAA WP-3D aircraft that is required for this project. In addition, they are experts in the analytical protocols and subsequent data analysis of trace gas data in the context of airborne research missions. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (Under $100,000).
