Description
The applicable NAICS Code is 611430, $6million. The Federal Highway Administration (FHWA), National Highway Institute (NHI) plans to award a 5-year nationwide contract to provide course delivery for their 3.5 ? day Course #420018 ? Instructor Development Course. The delivery may also include an optional two-hour Web conference that may be held before and/or after the course. A Master Trainer will be required in addition to the instructor to evaluate if the participants qualify as candidates for certification at the end of the course. A minimum of two (2) individuals will be required to undergo NHI?s process for becoming a Master Trainer. The Instructor Development Course (IDC) prepares FHWA instructors and NHI contract instructors who are currently teaching or scheduled to teach NHI courses for NHI instructor certification. The class is designed to broaden and enhance the knowledge, skills and abilities required to conduct training courses. This is not a presentation skills class but a class that teaches the participant Adult Learning Principals. These principles will improve the participant's ability to meet the needs of the adult learner. The NHI Instructor Certification Program provides a method to assess continuous skill improvement of instructors. The NHI?s approach to certification is built on a set of instructor competencies selected from a validated competency list of the American Society of Training and Development. NHI instructor certification is reserved for FHWA and NHI contract instructors who will be involved in the delivery of NHI courses within the next 12 months. Three and one half days in length, the IDC has the student conduct training that is critiqued by fellow student and the instructor. Following approximately 1.5 days of instruction, the student conducts a final training that is critiqued by fellow participants, the instructor, and a Master Trainer. The contractor will be required to revise the course to effect any required minor changes to the course materials over the life of the contract, and to deliver a minimum of 6 sessions of the course per year. The contractor must have professional instructional systems design experience, and the technical competence to develop meaningful and effective instructor led and distance learning training course materials. The academic credentials, professional experience, and technical competence to develop appropriate high quality course materials and to deliver meaningful, successful training using adult learning principles are key evaluation factors. The solicitation and related documents will be posted under the RFP number. Interested parties must download the RFP from that site. Since this solicitation will only be available electronically, it is the responsibility of interested parties to monitor the FebBizOpps website for any solicitation amendments. The Department of Transportation, Short-Term Lending Program offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
