Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91ZLK-04-T-0343. The contractor shall provide the following chemical warfare agent air monitoring systems and accessories. The automated air monitoring and alarm system based on sample collection using solid sorbents separation using a temperature programmed, capillary GC column, and detection using a flame??????ionization or flame-photometric detector. The system shall be controlled by a PC c omputer that provides the flexibility suitable for the operation of accessories such as the stream selection system, and the sample selection system. The system must use software developed by CMS for test setup, data acquisition and data reduction shall b e able to run on the PC. All of the instruments operating parameters shall be able to be set up by the user from the keyboard of the computer. Concentration readings and alarm conditions shall be indicated on the PC monitor and shall be transmitted to a recorder, printer, hard or floppy disk, and a central computer. This system shall be capable of rapid determination of the 8-hour, time ??????weighted-average (TWA) concentrations of chemical-warfare (CW) agents and simulants. The systems shall be able t o determine immediately dangerous-to-life-and health (IDLH) concentrations of CS agents. CLIN 0001. Continuous sampling system. The Continuous sampling system, shall be an automated near-real-time air monitoring accessory to sample air continuously witho ut blind spots and lowers detection limits by collecting larger sample volumes of air for transfer to the monitoring system's integral PCT. Compatible with CMS RS-485 interface for multiple accessory communications and operating status message transmissio n. CLIN 0002. Field MINICAMS plus misc, including a plug-in GC module with a flame-photometric detector (GCF-100A), a single channel electrometer, a sample pump, compressed-gas regulators, a chassis (with connectors for serial and parallel communication s, and a disk drive), a manual, a small stock of expendable supplies, and two (2) days of training for two staff up to a maximum of six (6) people per customer order, all trained simultaneously at Field Products; for sulfur- and phosphorus-containing compo unds. CLIN 003 CHROM-LINK air monitoring data acquisition and control system including notebook computer, proprietary software and cable. CLIN 0004 Linear mass flowmeter, 2 SLPM,air. CLIN 0005. Printer, 9-pin, including cable & ink cartridge. Acceptanc e shall be at Destination. Shipping shall be FOB Destination. Delivery shall be to the U.S. Army, Aberdeen Proving Ground, MD 21010. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212- 2, Evaluation--Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance and price. Technical and Past Performance when combined are si gnificantly more important than cost or price. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their propo sal all descriptive materials (such as cuts, illustrations, drawings or other information) necessary for the government to determine whether the product meets the salient characteristics of the requirement. If the vendor proposes to modify a product so as to make it conform to the requirement of this solicitation the vendor shall include a clear description of such proposed modifications and clearly mark any des criptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed products to industry or government agencies. Past performance will consider the ability of the of feror to meet the delivery schedules, warranty, and support. Offerors must include records of three recent sales and identify a point of contact for each by providing a name and telephone number. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Offeror shall include a completed copy of the provision at 52 .212-3, Offeror Representations and Certifications--Commercial Items, and DFARS 252.212-7000, Offeror Representation and Certification with its offer. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition.
