Description
U.S. Army Space Command intends to issue a contract to AI Solutions Inc, Lanham, MD through solicitation no. W91260-04-T-0005 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) ?Sole Source Acquisitions?. AI Solutions Inc will be providing reinstatement of FreeFlyer Mission Maintenance and training for period 1 Oct 03 through 30 Sep 04 for US Army Space Command, 1st SATCON Battalion. The required software maintenance and training consists of 1) providing renewal of FreeFlyer Mission Maintenance for period 1 Oct 03 through 30 Sep 04 (Qty: 3 ea), (2) conducting 3 training courses (2 days specializing in orbit determination), and providin g four (4) one week units of training course preparation and development for script updates to be delivered with training courses; to include reimburseable travel, for 1st SATCON Battalion. Period of performance for this effort will be from 1 Oct 2003 thro ugh 30 September 2004. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-20 dated 23 Feb 2004. The proposed contract action is for services for which the Government intends to solicit and negoti ate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. AI Solutions Inc holds the license and modification rights to FreeFlyer Mission software and is the onl y known source for reinstatement of subject software maintenance and training support. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, appli es to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212- 4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is not a solici tation nor is it a formal request for proposal.
