Description

The Bureau of Land Management requires a topographical model of the Red Rocks National Conservation Area (RRNCA) with a laser based projection system for illuminating and illustrating stories about the RRNCA at the RRNCA Visitor Center. The BLM intends to negotiate with the only known source, InterVison Media, 261 E. 12th Avenue, Eugene, OR, 97401-3208 per the authority of FAR 6.302-1. A justification for other than full and open competition has been prepared in support of this acquisition. InterVision is the only known source with the technology, skills, qualifications, and organizational partnerships required to produce a 3-D, interactive, laser projected terrain model of this type for the RRNCA. InterVision has the combination of skills and experience to develop stories for multimedia presentation, including audio, video, interactive CD-ROM, and laser projection. InterVision's team includes a producer, graphic designer, programmer, cartographer, and laser technician who work together to develop the model, map illustration, story script, and lighting effects to meet the RRNCA's needs. The estimated cost for this acquisition is $120,000.00. This is not a request for competitive proposals. No Request for Proposal (RFP) will be posted to Federal Business Opportunities. This notice serves to fulfill public posting requirements in accordance with FAR 5.101(a)(1). This requirement is 100% set aside for small business under NAICS code 712190, "Nature Parks and Other Similar Institutions," with a size standard of $6.0 Million. Responsible firms believing they can provide an interactive laser guided map of equal or superior quality are encouraged to identify themselves and give written notification to the Contracting Officer referencing this announcement number NAR040054. However any firm identifying themselves as responsible must provide evidence that they can furnish the requested system at the required location, and at a cost that will not exceed the total estimated contract cost. All responses will be fully considered. If no responses are received by April 15, 2004 to the effect that another responsible source exists, award will be made to InterVision for the requirements stated herein.
