- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This pre-solicitation notice is for Phase IV DD(X) Class design agent effort and construction of the lead DD(X) ship. Northrop Grumman Ship Systems, the only known responsible source, will be solicited to perform this work.The Phase IV Class design agent effort, which is expected to begin in fiscal year 2005 and complete in fiscal year 2013, includes the following tasks: 1) complete the DD(X) system design to an adequate level of detail and provide to the respective shipyards to define shipyard-specific production detailed design; 2) complete This pre-solicitation notice is for Phase IV DD(X) Class design agent effort and construction of the lead DD(X) ship. Northrop Grumman Ship Systems, the only known responsible source, will be solicited to perform this work.The Phase IV Class design agent effort, which is expected to begin in fiscal year 2005 and complete in fiscal year 2013, includes the following tasks: 1) complete the DD(X) system design to an adequate level of detail and provide to the respective shipyards to define shipyard-specific production detailed design; 2) complete testing of Engineering Development Models (EDM’s); 3) complete remaining software builds and integration; 4) provide DD(X) Class procurement management services for DD(X) Class Common Equipment to support p rocurement requirements of the DD(X) ship construction yards; 5) continue to perform total ship systems engineering assuming responsibility for the overall design; 6) continue production engineering support required to facilitate transition to production; 7) perform design engineering studies associated with production related issues, Class Engineering Change Proposal (ECP) development and Class configuration management/control and status accounting services; 8) develop class logistics and perform initial training and class supportability services; 9) develop testing requirements and documentation and perform test services; 10) perform design studies related to DD(X); 11) ship familiarization and training: and 12) perform engineering, design and technical service functions associated with DD(X) design attributes, features or components that may be desirable for other Navy, DoD joint services, or joint forces applications. The effort to construct the lead DD(X) ship includes detailed production design and associated supplies and services consisting of on-board spares and repair parts; shore based spares; fitting out services; associated technical data and reports; training, special tools and test equipment; messing and berthing facilities; special studies in support of ship production; and engineering, work package development, production planning, and industrial services related to Post Delivery Availabilities (PDA’s) and Post Shakedown Availabilities (PSA’s).
