Description
NASA/JSC has a requirement for a temperature and pressure controller system capable of controlling the high temperatures and pressures needed to study planetary materials under pressures equivalent to the deep interiors of planets, asteroids and the Moon. NASA/JSC intends to purchase the items from Rockland Research Corp. The Rockland Research temperature and pressure controller system (DV-TC and MA-PCS) is uniquely designed to work with our system for several reasons. First, the temperature control system uses a 48/12 Volt transformer step down configuration that is unavailable from other companies. This capability will allow research to be carried out with both graphite and Re foil furnaces (12 Volt) as well as lanthanum chromite furnaces (48 volt). Second, the pressure control system allows the user to gradually ramp pressure from ambient conditions to run conditions, as well as back down, both at very slow ramp rates that are necessary to maintain the integrity and lifetime of the tungsten carbide pressure anvils. The temperature and pressure controllers (DV-TC and MA-PCS) from Rockland Research Corp. is the only instrument that NASA found to be acceptable and meet all requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 12, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
