Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation number NCNA0200-4-00002 is issued as a Request for Quotations. The U.S. Department of Commerce, NOAA/NOS Staff Office for International Programs, has a requirement for technical support. The proposed contractor will provide support, advice and assistance to the Director of the Staff Office for International Programs (IPO), National Ocean Service. The North American Industry Classification System Code (NAICS) is 541620. This procurement action is set aside exclusively for small business concerns. A firm is a small business for the purpose of this requirement if its size standard is $6.0 million. The tasks the contractor will perform are as a technical, policy, programmatic, and cultural expert in support of the IPOs efforts to build capacity for integrated coastal management in the wider Caribbean, support for meetings, provision of technical data and information on climate primarily through NOAAs participation in the Mainstreaming Adaptation to Climate Change project expedited by the Caribbean Community Secretariat (CARICOM). The Statement of Work entitled “NOAA National Ocean Service Staff Office for International Programs Statement of Work- Requisition# NCNA0200-3-00004” dated 2/19/04 and Deliverables Schedule are attached. The period of performance is (12) months. The contractor may be required to travel outside the Washington, D.C. metropolitan area to the Caribbean, therefore a set travel allowance in accordance with Federal Travel Regulations will be provided. The contractor will be responsible for making airline, hotel, and car rental reservations and arranging passports. Quotes can be submitted electronically in MS Word format to Phillip.Harrell@noaa.gov and in paper no later than 3:00pm on March 17, 2004 to Phillip Harrell, Acquisition Management Division, National Oceanic and Atmospheric Administration, 1305 East West Highway, Suite 7143, Silver Spring, Maryland 20910. Responses shall be no more than twelve pages and shall include the following: 1) Contractors capabilities overview; 2) Past performance information (relevant experience to perform the required services); 3) Resumes of personnel to provide services; 4) Pricing information. All responses will be evaluated on a best value basis using the following Evaluation Criteria: 1) Fluency in English, Spanish, and French for working with case studies; 2) Minimum of 6 years experience in the field of marine policy and coastal zone management; 3) Advanced degree or significant course work in marine policy or coastal zone management; 4) Experience with institutional arrangements for marine resources conservation and management in Latin American and Caribbean region; and 5) Price of the deliverables. This will be a firm fixed price purchase order. Award will be made using simplified acquisition procedures. The Federal Acquisition Regulations (FAR) website is www.acqnet.gov .
