- This announcement constitutes a Sources Sought Synopsis. FDA wishes to identify qualified 8(a), HUBZONE, or small business companies who have the interest and ability to provide FDA?s Center for Devices and Radiological Health (CDRH) with the services for the ?Evaluation of the Physical Parameters Associated with the Performance of Medical Devices and Electronic Products.? CDRH is interested in obtaining data, analytical procedures, or specialized instrumentation sufficient for the generation of meaningful data to facilitate the assessment of the safety and effectiveness of medical devices and electronic products that emit radiation. The NAICS code for this procurement is 541710 with the number of employees being less than 500. This is not a request for a formal proposal. The purpose of this synopsis is to encourage interested, qualified 8(a), HUBZONE, and small business companies to submit capability statements which describe their company?s experience and ability to satisfactorily address the following general areas of work: 1. Laboratory activities in physical sciences, computer science, biological sciences and general engineering disciplines. 2. Research and engineering studies related to the safety and effectiveness of medical devices and electronic products. Development and implementation of measurement methods, instrumentation, calibration capabilities, and analytical procedures to characterize and promote the improvement of such devices and products. 3. Research and development relating to the emissions and interactions with matter of electromagnetic, optical and acoustic energy emitted from electronic products. Development, testing, and evaluation of effectiveness or optimizing human exposure from such devices. 4. Administrative assistance supporting the projects and programs associated with these general areas of work. 5. Audiovisual support services for presentations and seminars on current issues related to medical devices and radiation health and safe. Interested contractors shall provide (1) an outline of specific work previously performed or being performed that is similar to the general areas of work described above; (2) the professional qualifications and specific experience of staff who may be assigned to the requirement. Resumes for key personnel should be included in the capability statement, if available; (3) any other specific and pertinent information as pertains to this Sources Sought. FDA will review and use companies? capability statements to make a determination whether this requirement should be set-aside for other than full and open competition. Responses must reference Request for Information (RFI) number 223-04-6050 and include the following: (1) name and address of firm, (2) type of business (i.e.: small, small disadvantaged 8(a) certified, HUBZONE, woman-owned small business, small disadvantaged business (not 8(a) certified), veteran-owned small business, or service disabled, veteran owned business.) (3) business point(s) of contact by name, title, phone, fax and e-mail, (4) DUNS number, (5) NAICS codes, (6) contractor?s capabilities statement which covers the information stated above, (7) list of customers over the past 5 years for whom similar services have been provided. This list shall include a summary of work performed, contract number, contract type (cost reimbursement, fixed price, time and material as prime or subcontractor), dollar value, and customer point of contact with phone number. Responses shall be submitted via e-mail to: mgnall@oc.fda.gov. not later than February 17, 2004.
