- Under Statutory Authority 41 U.S.C. 253(1) the Government anticipates entering into sole source procurement negotiations with Mayo Foundation for Education and Research, 200 First Street SW, 631 Siebens Building, Rochester MN 55905 to participation under a VA Merit Review Research project entitled HIV-NCP7 Zn-Fingers as Targets for Nitroxyl and C-Nitroso Prodrugs issued to Dr. Herbert Nagasawa, Minneapolis Veterans Affairs Medical Center, Research Service, One Vetrans Drive, Minneapolis, MN. This grant has been reviewed and approved by the Department of Veterans Affairs Review Application system. Mayo Foundation will furnish a postdoctoral researcher with training in computational chemistry to perform molecular docking studies of prototype prodrugs to NCp7 as well as molecular dynamics simulation of prodrugs bound to NCp7 under the guidance of Associate Professor, Dr. Yuan-Ping Pang. The above authority is cited and justification made based on the determination that the Government’s minimum needs can best be satisfied by services available from one source. This contract action is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302. Other persons may identify their interest and capability to respond to this requirement by March 8, 2004. This notice of intent is not a request for competitive proposals. No solicitation document is available. However, the Government will consider all interests received on or before March 8, 2004. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
