- NA The Volpe National Transportation Center intends to negotiate an increase to Contract No. DTRS57-03-C-10014 with Sensis Corporation, DeWitt, New York under the authority of FAR Part 6.302-1. The Volpe Center is involved in two major surveillance activities: (1) the assessment of alternative surveillance technologies and (2) the analysis of surface surveillance data as well as weather related factors to predict the runway occupancy and transit times for both arriving and departing aircraft at Detroit Wayne County Metropolitan Airport (DTW) and Memphis International Airport (MEM). Algorithms that will improve the efficiency of terminal operations, including the effectiveness of crews servicing the aircraft, have been developed and evaluated. However, further assessment and analysis of m ultilateration and ADS-B surveillance data collected from aircraft in busy terminal areas, including the airport surface is required. Therefore, the Government has a requirement for the contractor to provide the following services to support Dynamic Runway Occupancy Monitoring System (DROMS) activities: (1) Maintain current multilateration ground system at Detroit Wayne County Metropolitan Airport for additional six months (2) Continue data collection, data analysis, and modeling activities for an additional year and (3) Integrate surveillance data collected at St Louis Lambert Int’l Airport to DROMS database to support future research activities for an additional year. The Volpe Center identified the Sensis Corporation as the only source for an Automatic Dependent Surveillance – Broadc ast (ADS-B) and Multilateration type system that is Federal Aviation Administration (FAA) Airport Surface Detection Equipment – X (ASDE-X) system certified. Maintaining, optimizing, and debugging the current ground surveillance infrastructure at the airports requires the technical and propriety knowledge of the Sensis Corporation MDS. Sensis Corporation is the only known source currently available to provide the technical knowledge and expertise necessary for the installation, configuration, and maintenance of the DROMS ground infrastructure surveillance hardware. Interested firms must submit a description of their capabilities in sufficient detail to substantiate the ability of their firm to meet the technical requirements described above. Submissions should be sent to Edward Wirt anen, Contracting Officer, at the contracting office address listed above. This notice is not a request for proposals and no solicitation is available. Requests for a solicitation document will not be considered an affirmative response. Any information received will be considered for the purpose of conducting a competitive procurement. If no affirmative written response is received within 15 days after publication of this notice to the effect that a comparable qualified source is available, a sole-source award will be negotiated with the Sensis Corporation. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financ ing in the form of lines of credit to finance accounts receivable for transportation related contracts.
