Description
The Naval Air Warfare Center Weapons Division, China Lake, intends to procure a Rackmount Video Recording System meeting the following description: The requirement is for a computer based digital video recording/playback system, which will be mounted in a standard 19-inch EIA equipment rack. The recorder will accept up to eight NTSC standard video signals plus two audio channels. The video/audio data shall be acquired, digitized, multiplexed, and recorded on a removable hard drive. The data recording media will be removable without need to remove power from the system. The recorder/playback system shall provide forward and reverse full motion, replay (fast or slow), or frame-by-frame viewing. The playback system shall include the ability to produce DVDs. This will be utilized for creating multiple copies of recorded test data. DVD copies of video/audio data shall not require proprietary software to facilitate playback. System must be able to maintain synchronization of all recorded video and audio data. System will provide the capability to transmit video and audio data via ethernet to desktop computing systems. Requirement is for one 8-channel system and two 4-channel systems. All proposed systems shall meet or exceed the following performance specifications: 1. Video Inputs: video standard – PAL, NTSC; Video Format – composite, Y/C (S-video) or RGB; Input Impedance – 75 ohm. 2. Audio Inputs: 2 separate audio input channels; input impedance – optional 600 ohm or > 10K ohm; automatic gain control. 3. RS-422A Port: bi-directional (command and status lines). 4. Ethernet Port: 100BaseT, in IP mode for remote control, digital video output, data transfer output. 5. Power: 120 VAC. 6. Discrete Input/Outputs: 4 discrete input and 3 discrete outputs, 0-5 Vdc for event marking, record, off mode, power input, device ready, device present. This procurement is 100% set aside for small business (NAICS Code is 334112 and Size Standard is 1,000 employees). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N68936-04-T-0057 is issued as a Request for Quote (RFQ). The solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-19. This procurement is in accordance with FAR Part 13.5 procedures. All offerors shall submit proposals in writing by mail to Commander, Attn: Erin Strand, Code 220000D, Bldg 000982, Naval Air Warfare Center Weapons Division, China Lake, CA 93555-6100; by fax to (760) 939-8186, or by electronic mail to erin.strand@navy.mil by 1400 local time 19 March 2004. The purchase order has a DPAS rating of DO. The resulting purchase order will be a Firm-Fixed Price type contract. Offerors shall submit unit prices for CLIN 0001: 8-Channel Video Recording System, Qty 1 ea; and CLIN 0002: 4-Channel Video Recording System, Qty 2 ea. The Contractor shall provide items under CLINs 0001 and 0002 in accordance with the requirements above. Packaging and marking shall be in accordance with commercial practices. Inspection and Acceptance shall be at Destination. Delivery shall be FOB Destination in accordance with FAR Clause 52.247-34. Place of Delivery shall be the Naval Air Warfare Center Weapons Division, China Lake, CA 93555-6100. Time of Delivery shall be in accordance with the offeror’s proposed best delivery rate.
