Description
The Bureau of Immigration and Customs Enforcement (ICE), Office of Investigations has a requirement for psychological services to assist the ICE Certified Undercover Program and other associated ICE programs. The Contractor must have law enforcement officer experience, along with, extensive undercover operations experience. The Contractor shall be responsible for, but not limited to the following tasks: 1) Classroom instruction regarding the psychological demands and effects of undercover assignments to six (6) Undercover Operative Schools, three (3) Undercover Managers Schools and three (3) Undercover Liaison Coordinator Schools. The schools are located at various locations throughout the United States. 2) Conducting standardized psychological testing and evaluation of every potential individual, who is scheduled for an undercover assignment in an ICE certified undercover investigation, prior to completing the Undercover Operatives School. 3) The Contractor shall have access to a nationwide network of licensed psychologists whom shall provide immediate psychological interventions, as needed, to ICE certified undercover operatives throughout the United States and shall be accessible 24 hours a day and 365 days per year. 4) The Contractor shall provide “wellness” reviews with employees of C3 and LESC in order to discuss how they are managing the various stresses of working in an environment with constant access to graphic child pornography images and child exploitation investigations. 5) The Contractor shall provide an assessment of employees of the Cyber Crimes Center (C3) and the Law Enforcement Support Center (LESC), in order to, assist them in identifying potential obstacles to their ability to effectively and consistently perform their required tasks. The period of performance shall be a base period of twelve (12) months with four (4) twelve-month option periods. This acquisition will be awarded utilizing the lowest price technically acceptable source selection process, as defined in Federal Acquisition Regulation (FAR) Subpart 15.101-2. The solicitation package will be available electronically via www.fedbizopps.com on or about March 18, 2004. Hard copies of the solicitation will not be available and requests for hardcopies will not be accepted.
