- Description
- The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with Communications and Power Engineering, Inc., Camarillo, CA to acquire the source code for the Secure Network Queue Manager (SNQM™) software developed by CommPower. This proprietary software is currently being utilized by the National Weather Service (NWS) in the National Oceanic and Atmospheric Administration (NOAA) Weather Radio Console Replacement System (CRS). SNQM™ is an application program interface (API) that links to CRS application components on one side, and to the UNIX operating system on the other. The National Weather Service requires this specific source code. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. A fixed-price, purchase order is contemplated for this effort. Affirmative written responses must be received no later than 15 days after publication of this synopsis. See Note 22.
