- The South Texas Veterans Health Care System (STVHCS), 7400 Merton Minter Blvd., San Antonio, Texas 78229-4404 is submitting this synopsis to conduct Market Research in accordance with FAR Part 10, and as a Request for Information (RFI). The STVHCS is conducting market research to determine the availability of a Narrow Band Paging System to be used for code blue response teams, code green response teams and other groups located in the San Antonio and Kerrville VA Medical Centers. Only those companies that have the capability to meet or exceed the requirements below need to send information. The minimum requirements of the Narrow Band Paging System are as follows: frequency must be narrow band 167.8625Mhz, 100 watt transmitter, redundant standby system, windows based management software, uninterruptible power supply, antenna system and cabling ensuring 100% coverage throughout facilities, compatible connectivity portals for Rauland Borg nurse call system and Edwards fire alarm system using TAP protocol, connectivity and operability between the Kerrville and San Antonio sites, voice pagers, alpha-numeric pager, installation and programming and user and technical information. Information received in response to the synopsis will be used to develop the solicitation. Responses should identify industry practices relating to these types of contracts. Interested parties must respond in writing. Electronic or facsimile responses will not be accepted. Interested parties must limit their response no more than 10 pages. Responses exceeding this limit will not be considered. Currently, it is not anticipated that discussions will be held. It is possible that after receipt of responses from interested parties the STVHCS may schedule meetings to clarify questions, concerns, or other areas of interest. To avoid confusion, interested parties must provide responses that are self-explanatory and do not require discussion. During this initial phase of Market Research and RFI interested parties do no need to contact this office but should address questions with their response. Questions should be limited to two (2) pages. Questions exceeding this limit will not be considered. Please be advised that the STVHCS is soliciting input from experts in the industry and that is why these initial limitations are imposed. This is not being done as a restrictive measure, but to ensure that we are able to move in a progressive manner to determine what is available in the commercial market. The Government will not reimburse the costs of preparing or submitting a response to this synopsis. This synopsis does not restrict the Government to any resultant approach nor construed as a commitment for any other purpose other than market research. Responses are due by 5:00 p.m. CST on March 15, 2004 and should be mailed to the STVHCS, Mail Code (90C), 7400 Merton Minter Blvd., San Antonio, TX 78229-4404, Attention Lisa Torrez, Contracting Officer.
