- This is an announcement of an US HHS/AHRQ streamlined competition. AHRQ is conducting a streamlined competition with MEO in accordance with OMB Circular A-76, dated May 29, 2003. This A-76 cost comparison study will examine the possibility of converting Government "in-house" operations to contractor operations. A cost comparison to determine the feasibility and economy of converting the following services and related functions performed by Government personnel to contract performance will be conducted. Government personnel adversely affected by conversion of Government performed services to contract have the Right of First Refusal for jobs for which they are qualified. The competition will include only those services that are currently performed in Rockville, MD at the AHRQ headquarters facility. Services being competed include general Clerical and Administrative Support activities. Typical clerical and administrative functions to be performed include correspondence preparation, data entry, typing/filing, copying, reception, forms preparation, supply requisition, meeting coordination, mail handling, and appointment/calendar coordination. Approximately 18 Full Time Equivalent positions and four Contract Equivalent Man- years (CEM) are affected by this competition. These services are currently provided by a mix of Government and contractor personnel in Rockville, MD, serving across all nine AHRQ Offices and Centers. The Competitive Sourcing Official for HHS is Dr. Edward Sontag, HHS. The CSO-designee for AHRQ is Dr. Carol Clancy, AHRQ Director. Bruce Immerman is the Agency Tender Official. The AHRQ Contracting Officer is Jackie Carey, jcarey@AHRQ.gov. This is not a request for proposals and in no way obligates the Government to award a contract. Prospective offerors are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. No solicitation exists at this time. The solicitation will be made available on the Federal Business Opportunities if and when it is released. The projected end date is on or before 27 May 2004. THIS IS NOT A SOLICITATION, NO SOLICITATION SHOULD BE ANTICIPATED, AND PROPOSALS ARE THEREFORE NOT REQUESTED
