- Description
- It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis with Laura C. Larsson, for subject expertise in health services research, public health including public health informatics and for expert learning online technical support for online education efforts. The services is for one base year with one-year option for renewal. The period of performance is from April 1, 2004 to March 31, 2005. Ms. Larsson will provide expert subject content for and technical advice on enhancing the online usability and dissemination of several public health and health services research training materials developed by the National Information Center on Health Services Research (NICHSR) staff or other projects of interest to the NICHSR and Health Care Technology. Task I will consist of converting the format and updating the content of the NICHSR Introduction to Health Services Research (HSR) course. The new format will follow the successful style and infrastructure previously created by Ms. Larsson for many interactive learning Web-based self study courses. New subject specific case studies will be developed also. Task II will consist of the data mining of the 2003 American Public Health Association (APHA) annual meeting abstracts for material suitable for the Partners in Information Access for Public Health Professionals Web site and the new HSR Portal Web site. This project requires a detailed and broad understanding of various types of successful online courses in health services research and public health including public health informatics. Ms. Laura Larsson, MLS, has developed several online courses in public health, health services research and public health informatics. She has set up more than 150 courseWebs. Her workshops are being used in Russia, Viet Nam and Japan in translated format. Ms. Larsson created the data mining technique that will be used to perform Task II. She has many years of experience providing technology support to the APHA annual meeting attendees and staff. NLM has determined that Ms. Larsson is the only source with the previous experience, and unique combination of in-depth subject expertise and technical skills capable of providing the necessary service. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisitions. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
