Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR SubPart 12.6. The 319th Contracting Squadron at Grand Forks AFB, ND intends to award a purchase order for the purchase of Parts Washers Equipment, PR#: F4MCES405502. Suggested Equipment is a Safety-Kleen Model 250 Parts Washer. This will be a brand name or equal acquisition. Requirement is as follows: Quantity of eleven (11) Parts Washers Equipment that meet the following specifications: 1) Parts washers must contain integrated solvent distillation units with vacuum assist that permits the dirty solvent to be regenerated without removing the solvent from the machine. The unit must be compatible with non-chlorinated petroleum distillate solvents. 2) The distillation process will be "push button" operated and internal to the part washer/distillation unit. The distillation process will not transfer the solvent to any other associated equipment external to the integrated unit for distillation or require any additional external equipment for distillation support. 3) Parts washer/distillation unit must be capable of functioning (cleaning parts) while the distillation process is taking place. 4) The parts washer/distillation unit must be capable of safety operating in a manned work area without any additional ventilation beyond natural ambient conditions. 5) The parts washers must be capable of operating with standard 115 Volts AC current. 6) Purchase must include initial solvent supply sufficient to fill reserve capacity. 7) Solvent must have a flashpoint greater than 140 degrees F. 8) Supplied solvent must be a non-chlorinated petroleum distillate (non-aqueous) compatible with the parts washer/distiller. 9) Parts washers must be freestanding with an open sink type configuration and a lid. 10) Minimum sink dimensions, width - 34 inches, depth = 24 inches, sink depth = 6 inches or greater. 11) Parts washers must be capable of a maximum workload of not less than 400 pounds. 12) Parts washers must have a reserve capacity between 20 and 50 gallons. 13) Parts washers must have a flexible delivery hose capable of maintaining various positions. This acquisition will be accomplished in accordance with (IAW) Federal Acquisition Regulation SubPart 12.6 as supplemented with additional information included in this notice. This acquisition is being issued as 100% Small Business set-aside. Quotes will be evaluated on price and delivery related factors. The North American Industry Classification System (NAICS) code is 423830; size standard of 500 employees. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site. Web address is http://farsite.hill.af.mil. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19. The provision at 52.212-1, Instructions to Offerors – Commercial, 52.212-4, Contract Terms and Conditions – Commercial, DFARS 252.225-7001 - Buy American Act and Balance of Payments Program, DFARS 252.225-7002 - Qualifying Country Sources As Subcontractors, applies to this acquisition, and FAR 52.211-6 - Brand Name or Equal. Offerors must include with their quotation a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial items (Jan 2004). In accordance with DFARS 252.204-7004, Alternate A (Nov 2003), prior to receiving any contract award, contractors must be currently registered in the Central Contractor Registration (CCR) database. Contractors can obtain further information on the CCR database at the web site http://www.ccr.gov. This announcement constitutes the only solicitation; quotations are being requested, and a written (paper/hard copy) solicitation will not be issued.
