- RFI - NON-DIRECTIONAL BEACONS (NDB) AND MARKER BEACONS (MB) NAVIGATIONAL AIDS (NAVAIDS) EQUIPMENT, SHELTERS, AND VHF/UHF GROUND TO AIR RADIO TRANSCEIVER REQUEST FOR INFORMATION. The Global Air Traffic Operations/Mobility, Command and Control Systems Directorate (GATO MC2) at Hanscom AFB, MA intends to issue an RFP in 60 to 90 days for the subject equipment. GATO MC2 is requesting information from industry for NDBs, MBs and associated equipment to meet Foreign Military Sales requirements. Interested parties should provide product information, availability data, and pricing estimates for all or part of the equipment or services. This Sources Sought Synopsis is not a request for proposal, or solicitation, or an indication that the government will contract for these systems. The government will not pay for information received in response to this Sources Sought Synopsis, and is in no way obligated by the information received. This Sources Sought Synopsis is to obtain product descriptions, pricing, and availability data (i.e., lead time) for procurement in support of air navigation systems in Poland. The required systems will satisfy three objectives. First, we require 4 MBs and shelters that will be collocated with 4 NDBs previously purchased for installation at three air bases (Minsk-Mazowiecki (2), Swidwin, and Malbork). Second, we require portable NDBs and MBs to be used by land forces in temporary installations. Third, we require one fixed installation comprising one each NDB, MB, VHF/UHF transceiver, and equipment shelter for use at a Naval facility. Each proposed equipment element is expected to be a Non Development Item (NDI). Shipping is not required. A. Completion of air base installations: 1. Four stationary Marker Beacons comprising dual transmitters compliant with ICAO Annex 10 will be co-located with four legacy NDBs bought under an earlier contract. The MBs shall include a single YAGI-type antenna. The MB shall have a minimum of 2 hours backup uninterruptible power supply (UPS). These systems shall include remote control and monitoring capability. 2. Four shelters minimum 8 x 8 x 8 feet to accommodate MBs and legacy NDB electronics are to be provided to be installed on a poured concrete foundation with adjacent electrical service. The shelters shall be of a type used to house NAVAID electronic equipment on an airfield and have environmental controls to maintain internal temperatures within the operating range of the NDB and MB equipment. B. Transportable NDB/MB sets: 1. Four transportable NDBs with MBs compliant with ICAO Annex 10 will be used for mobile operations. The units should be easily set-up/installed, taken down/packed, picked-up, and moved. Each of the unit's components in its transportable state should not exceed the 40.4 kg (88 lb) maximum weight (a two-person lift). The transportable units including antennas should be rugged and small enough for transport in helicopters and small trucks. The NDB and MB must each be dual transmitters with automatic transfer in the event of failure, each type housed in a single enclosure. The NDB shall cover a frequency range of 190-535 kHz with at least 100 W maximum power output, providing modulation of NON, A2A and A3E. The NDB shall have a voice capability. Both the NDB and MB shall have remote monitor and control capability. The MB shall provide the same capabilities described above under "Completion of the air base installations." The system shall recharge the batteries when AC power is used and provide an automatic switchover to an UPS with a 2 hour capability. The NDB shall shutdown automatically when there is a loss of tone or continuous tone, extreme signal distortion, or when power falls below a user-preset value. 2. The offeror shall provide two years of spare parts, a service contract for two years with an option for three additional years to repair parts not covered under warranty, and provisions to respond to a service request within 72 hours after notification is received. C. Naval Facility Installation: 1. One stationary NDB with MB compliant with ICAO Annex 10 will consist of dual independent transmitters and automatic transfer unit. The stationary NDB shall cover a frequency range of 190-535 kHz, be capable of modulating A1A, A2A, A3E and NON, have a voice capability, and provide a range of 150 km. The NDB shall include a 300 foot symmetrical T antenna system mounted on 60 foot towers with an auto tuning antenna coupler, all wiring and ground counterpoise, obstruction lighting and anti-icing devices. The Marker Beacon shall consist of dual transmitters meeting the requirements of ICAO Annex 10 and the functionality described above under "Completion of the air base installation." Both the NDB and MB shall have a minimum of 1 hour backup uninterruptible power supply (UPS). 2. One VHF/UHF transceiver with associated antenna system including pole and wiring. VHF/UHF transceiver shall have a radiating power of 15 watts over frequency range of 110-160 MHz and 220-400 MHz with 25 kHz frequency stepping. 3. Any site specific special test equipment required for the NDB and MB shall be included. 4. A shelter minimum 8 x 8 x 8 feet to accommodate MB, NDB and transceiver electronics is to be provided to be installed on a poured concrete foundation with adjacent electrical service. The shelter shall be of a type used to house NAVAID electronic equipment on an airfield and have environmental controls to maintain internal temperatures within the operating range of the NDB and MB equipment. D. General Requirements applicable to all: 1. All electronic systems shall be capable of using 220 VAC, 50 Hz power. 2. A commercial warranty of 2 years; two years of spare parts; commercial service agreements to repair items not covered by warranty; and operator and maintenance manuals in English (and, if available, Polish) are required for all equipment. Identify if a European branch office for warranty service exists and the contractor's approach for spares and repair support over a 20 year life-cycle. 3. The contractor shall provide on site technical assistance during self installation by the user. The contractor shall provide operator and maintainer familiarization at each site. For the Transportable Systems familiarization will occur at a single designated location and will include maintenance familiarization for three maintainers. Familiarization shall allow identification of faults at the LRU and removal and replacement of a failed component. The information is requested no later than 10 business days from the date of this notice. All respondents should indicate if they are a large business, small business, small disadvantaged business, 8(a) concern or women-owned small business.
