- Description
- NASA/MSFC plans to issue a Request for Quotation (RFQ) for the continued development of an oxidizer-safe balanced flow meter. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from A Plus FlowTek Corporation pursuant to FAR 13.106(b)(1). This implements the authority for acquisition of supplies or services not exceeding the simplified acquisition threshold from only one source and no other supplies or services will satisfy agency requirements. This procurement is for the design of Flow Meters, for determining the best plate configurations, and for design scaling factors for hardware flow measurement within NASA's liquid propellants and oxidizers flow environment. This project continues the flow meter development and production of highly specialized equipment and services. This project uses technologies disclosed in the NASA Disclosures of Invention for the Patent Office, which are exclusively licensed to A Plus FlowTek Corporation. Limited rights data, proprietary information, and patent rights make the supplies and services of this contract available from only A Plus FlowTek Corporation. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 8, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
