- Description
- NASA/MSFC intends to extend contract H-36080D to ELMCO Inc. for eight months for navigation engineering efforts in conducting extension, modification, and testing of Navigation Filter Integration Package (NFIP) for the NGLT Robust Integration Technology and Test (RITAT). This contract was originally awarded on a sole source basis. Competition is impractical for the following reasons: (1) Cost Savings -- Costs would be duplicated if another contractor not familiar with NFIP is hired to conduct extension, modification, and testing of NFIP. (2) On-time Delivery -- NFIP is scheduled to be completed before June 2004 in order to be ready for flight testing in RITAT package in a King Air airplane. Without on-time completion of NFIP using the same contractor will result in delaying RITAT flight tests and increase costs to NASA. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 12, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
