- Description
- NASA/GRC has a requirement for performing bench-scale proprietary microlith catalyst screening of Auto Thermal Reforming (ATR) processes. Contractor shall provide documentation of catalyst screening activities including the recommendation of a preferred candidate catalyst for an aging/durability study. NASA/GRC intends to contract with Precision Combustion,Inc. (PCI), 410 Sackett Point Road, North Haven, CT 06473 under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Lack of competition is due to PCI possessing a patented proprietary microlith catalyst process to coat metal screens for use in the microlith reformer design. PCI possesses extensive proprietary data generated from proprietary microlith catalyst testing and in-house technical expertise derived from analysis and application of proprietary test data for equipment scaleup, design and operating large pilot scale reformers using distillate fuels. The proposed work is an extension of NASA and other U.S. government funded research in distillate fuel reforming processes. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 18, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
