Description
04/05/04 - The Bureau of Reclamation has a requirement for cableway slack wire rope replacement and/or repairs at Hoover Dam. The work is located at Hoover Dam and Powerplant, approximately 8 miles northeast of Boulder City, Nevada, and 32 miles from Las Vegas, Nevada, in Clark County, Nevada, and Mohave County, Arizona. The work included in this specification includes three general areas: a) Replacement of Slack Wire Rope Carrier System or equivalent system. Replacement of the existing system includes replacement of the structural frame of each slack wire rope carrier and related components. If an equivalent system is provided, it must provide proper operation and function; b) Replacement of the wire rope Button Lines with new cable or an equivalent system. If an equivalent system is provided, it must provide proper operation and function; c) Testing to demonstrate proper operation and function of slack carriers and button lines. If an equivalent system is provided, testing will demonstrate proper operation and function of the equivalent system. During testing, the requirement includes the full travel of the cableway carriage across the canyon, with all carriers dropping out at the proper location and all carriers picked up properly on the return. We anticipate posting a solicitation, via http://www.FedBizOpps, on or about March 19, 2004, but all dates in this announcement are subject to change. The Government reserves the right to issue the solicitation on paper or CD-ROM if the website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Interested parties should register to receive e-mail notifications pertaining to the solicitation or visit the website after March 19, 2004, to download the solicitation and any subsequent amendments and/or notices to be included on the offerors list in order to encourage subcontracting and partnering/joint venture opportunities. There will be a pre-proposal conference which will include a general site visit to the construction area. A date has not yet been set. The firm date will be included in the RFP. It is strongly recommended that all prospective offerors make a site visit to examine the location of the work. Access to the work site is very limited and conditions at the site will affect the Contractor's operations. Additional details on the site visit will be included in the solicitation. For security reasons, non-federal personnel participants will need to obtain a security clearance by the date set for the pre-proposal conference for gaining access. For obtaining a security clearance, you must submit the following information and data: Name, driver license number and expiration date, social security and/or passport number(s), picture or passport picture I.D., other forms of personal identification, and report from a recent background check performed by participant's employer. This information and data must be received in the contracting office one week prior to the date set for the conference. You must use the Certification/Document Order form located at http://www.lc.usbr.gov/g3100/ordercert.doc in order to attend the site visit. Please reference the solicitation number 04SP308024. You may submit the above-mentioned information via facsimile at (702) 293-8499. This acquisition will be pursued in accordance with FAR Part 15, Contracting by Negotiation. Award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price-related factors. Offerors will be asked to submit a technical and cost proposal for the contract. This solicitation is a total small business set-aside. The magnitude of this construction project is estimated between $100,000 and $250,000. The North American Industry Classification System (NAICS) code is 333923, the size standard is 500 Employees. A 20 percent offer guarantee is also required. Performance and payment bonds will be required following award pursuant to the Miller Act. The tentative solicitation release date is March 19, 2004. All responsible sources may submit an offer which will be considered by the agency. The solicitation and any amendments to the solicitation will be available through the Internet site. Effective October 1, 2003, prospective vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. Lack of registration in the CCR database may make an offeror ineligible for award.
