Description
This is a synopsis for a commercial item prepared in accordance with FAR Part 12 in conjunction with the policies and procedures for solicitation, evaluation and award as prescribed in FAR Part 15 – Contracting By Negotiation. The Food and Drug Administration has a commercial item requirement to train its field and headquarters operational personnel in personal safety when performing the basic enforcement aspects of the Food, Drug, and Cosmetic Act and related regulations. Training includes providing a minimum of three (3) and a maximum of ten (10) one-week courses in Verbal Judo/Situational Planning/Investigative Interviewing Training. These courses will be held at a government furnished sites locally and throughout the United States. The Contractor shall: (1) provide a one week (5 working days) course for Verbal Judo/Situational Planning/Investigative Interviewing Training for approximately 50 FDA students per course, and (2) develop the course material which shall include a course objectives and introduction, course agenda, textbook and update all course materials as required by FDA. The following knowledge and experience shall be required of the contractor for this requirement: (1) Experience in adult education and training, (2) Experience in working with Verbal Judo/Situational Planning/Investigative Interviewing Training or comparable related training programs, (3) Past Performance will be evaluated on information obtained from references provided by the Offeror as well as other relevant past performance information obtained from other sources known to the Government. This procurement is set-aside for small business who have the ability to provide the training listed above. A Firm-Fixed Price Requirements contract with cost reimbursement travel is planned for a three (3) year period of performance. The Request for Proposal (RFP) will only be available on the FedBizOpps web page at http://www.fedbizopps.gov. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror’s responsibility to monitor the FedBizOpps web page for the release of the solicitation and any amendments. The RFP should be available for downloading on or about fifteen (15) days after the publication of this announcement. The NAICS code for this requirement is 611430 and the Size Standard is $6.0 million. See Note 1.
