- Description
- The Federal Aviation Administration (FAA) intends to exercise Option Period Four (4/1/04 through 3/31/05) on contract DTFA01-00-C-00099 for the Aeronautical Communications Services (ACS) provided by ARINC. The estimated contract value for the one-year option period is $300K. Description of ACS Services: The current ACS contract provides telecommunications services supporting the Tower Data Link System (TDLS), the Meteorological Data Collection and Reporting System (MDCRS), the Dynamic Oceanic Tracks System (DOTS), flight plan processing and approval, Enhanced Traffic Management System (ETMS), and the Washington Operations Center (WOC). A brief description of the provided services is as follows: 1. TDLS connectivity provides for the distribution of Pre-Departure Clearances (PDCs) to airlines, and the forwarding of Digital Automatic Terminal Information Service (D-ATIS) messages to ARINC for user retrieval. 2. MDCRS connectivity allows winds aloft and other data to be collected from airborne aircraft and forwarded to the National Weather Service (NWS). These data are in turn used by NWS in developing winds aloft forecasts that become the basis for FAA aircraft position prediction. 3. DOTS connectivity provides for forwarding planned oceanic flight tracks to airlines to allow route planning and flight plan filing consistent with an optimized oceanic route structure. 4. Flight plan filing connectivity provides a path for air carrier operations to transmit proposed flight plans to the FAA’s Host Computer 5. ETMS connectivity provides for the delivery of ETMS flight delay/reschedule messages from Volpe to the airlines and allows the receipt of airline responses to ETMS planned delays. 6. Washington Operations Center services provide dedicated transmission service and “assured delivery” for information interchange between Washington Operations Center/Lambs Knoll Transmitter Site and the aviation community to allow transmission of special flight requests, accident reports, Notices to Airmen (NOTAMs), and air worthiness directives.
