Description
The government is issuing a Request for Proposal for a Multiple Award Construction Contract (MACC) at Nellis AFB, NV. During the contract period, the Base Civil Engineer will identify construction tasks required to complete each design and/or build specific job and Contracting will negotiate and issue individual task orders to the contractor to complete those jobs. Work is to be performed in the general construction category to include maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, paving and earthwork work in both family housing and industrial/office buildings. Work may involve design/build projects as well as new construction of buildings or facilities to include some or all of the above elements of work. Work will take place at Nellis Air Force Base, NV, Indian Springs Air Force Auxiliary Field, NV, and Tonopah Test Range, NV. Individual task orders will vary in size and complexity. The Standard Industrial Code (SIC) is 1542 and the NAICS Code is 236220 for this requirement. The Government anticipates issuing a solicitation for this requirement on or about 22 March 04. This solicitation will result in three awards: two awards will be restricted to 8(a) firms reporting to the Small Business Administration in the states of Nevada, California, Arizona and Utah and one award will be unrestricted. The resulting contracts will be a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The performance periods will be one base year with provisions for four one-year option periods. The estimated minimum delivery order amount is $250,000.00. The minimum guaranteed contract amount is $1,500,000 in aggregate for the base year. The maximum contract amount is $20,000,000 in aggregate for each year. Contracts will be awarded to those firms representing the best value to the Government based upon a past performance/price tradeoff evaluation, with past performance being more important than price. By submitting a proposal, the contractor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to so represent may be grounds for refusing the request. NOTE: Prospective offeror must be registered in the Central Contract Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number. Contractors may access the CCR at http://www.ccr.gov/. Recommend registering immediately in order to be eligible for timely award.
