Description
The MAGTF Expeditionary Family of Fighting Vehicle (MEFFV) Office is conducting pre-ACAT analysis activities to support development of an acquistion program plan designed to meet the emerging program goals. These analytical activities include comprehensive evaluation of the contributions and feasibility of Electromagnetic (EM) Weapons. These activities are designed to provide insights for the analysis of alternatives for letahlity mechanisms. The products of this effort will also be used in subsequent evaluation of the integration challenges of employing EM weapons on combat vehicles. As the performer develops information regarding system trades, the MEFFV program office is responsible for coordinating a response on behalf of the combat developer. This should ensure a cohesive and result-oriented technology investigation. General task: Conduct research on the efficiencies, physical characteristics, lethality and other operational attributes of EM guns for both direct fire and indirect fire applications from combat vehicles. This will consist of technical analysis, demonstrations, and supporting modeling efforts. The three specific tasks are: (1) to determine the system impacts if the system is required to fire a variety of projectiles (different payloads, sizes, masses, velocities); (2) evaluate advanced switching technologies to determine the most promising materials and methods; (3) perform demonstrations to validate the ability to minimize launch energy yet still use hypervelocity to defeat armor arrays of interest for direct fire applications. The output from these studies will for the basis for evaluation of the utility of an electromagnetic gun for a future combat vehicle when that weapon must provide varied effects up to and including the direct fire kinetic energy defeat of threat armored vehicles. This is a notice of intent to negotiate with the University of Texas Institute of Technology (IAT) on a sole source basis. IAT has been identified as the only possible source capable of meeting the governments requirement. It is anticipated that a sole source Cost Plus Fixed Fee contract for a period of one year will be awarded to IAT for the services specified above. This notice is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. The Marine Corps Systems Command shall consider all responses. Responses without a return address, mailing address, and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. Note: Contractor must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DoD activity. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
