Description
Point of Contact for this project will be Ernie Waugh, (817) 886-1087. This will be an Indefinite Delivery/Indefinite Quantity Construction Type Contract. The contractor shall provide all contract forces to perform the various construction services required to operate and maintain a dam, lake related recreational facilities, and appurtenances at Lake O The Pines Lake, Texas (including Cooper Dam/Jim Chapman Lake, Lake O The Pines Lake, and Wright Patman Lake). Work includes but shall not be limited to, all job planning, programming, scheduling, administration, and management necessary to assure that work is accomplished in accordance with this contract, all applicable laws, municipal codes, regulations and/or written directives issued by the Contracting Officer and/or his authorized representative. The quantities of services specified in the bid schedule are estimated. The contractor shall provide a superintendent, physically present on site with authority and power to conduct overall management, coordination, and supervision whenever work specified herein is being performed. The contractor shall make available for rental to the Government, either singly or in multiples, the equipment listed below, complete with skilled operators, in accordance with the following specifications. Partial listing of rental equipment: Backhoe, m inimum 75 HP, rubber tired, with 18 inch rear bucket with operator, Backhoe Loader, minimum 75 HP, rubber tired, with ¾ yard front bucket, with operator, Trackhoe, minimum 130 HP, minimum reach 27 feet, with multiple buckets of 24 inch and 36 inch, with teeth and without teeth, with operator, Bulldozer, minimum 45 HP, crawler type tractor, minimum eight-foot 6-way blade with angle and title control, Bulldozer, minimum 72 HP, crawler type tractor minimum eight-foot 6-way blade with angle and title control must be equipped to attach fire plow with capability to raise and lower, Bulldozer, minimum 165 HP, crawler type, minimum 10-1/2 foot conventional blade or a shear blade. Actual work performed will be authorized by task orders issued to the contractor d uring the term of the contract. Estimated Construction Range: $1,000,000 to $5,000,000.00 for the base and four option periods. Solicitation will issue on or about 22 March 2004. Bids will be due on or about 21 April 2004, 2:00 p.m. local time. Duration of the project is from date of award through 30 September 2004 with four option periods of 365 calendar days each. The North American Industrial Classification System (NAICS) Code applicable to this project is 237990. Small Business Size Standard is $28,500,000.00. This is an UNRESTRICTED solicitation. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractors total planned subcontract amount to be placed with the following: Small Business, 57.2%; Small Disadvantages Business, 10%; Women-Owned Small Business, 10%; Service-Disabled Veteran-Owned Small Business, 3.0%; and HUBZone Small Business, 3.0%. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 in ch diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation.
