- This is Amendment 0002 to COMBINED SYNOPSIS/SOLICITATION RFQ N00140-04-Q-1033 for the provision, installation, testing, and cutover of an Avaya expansion port network to provide telephone service to a new facility under construction at the U. S. Joint Forces Command, Suffolk, VA. Questions applicable to this requirement are answered as follows: (Q1) What are the contractor’s responsibilities concerning testing and certifiying 1,000 CAT5E cables to workstations? (A1) See revision to solicitation below; (Q2) Is the provision of refurbished Avaya equipment acceptable? (A2) See revision to solicitation below; (Q3) Will the resultant expansion port network be AC or DC powered? (A3) See revision to solicitation below; (Q4) Does the Government have existing "Port Right to Use" to cover required additional ports? (A4) Yes, the Government has at least 3,000 available port RTUs and 1,300 available AUDIX voice mailboxes reserved on the existing Definity G3r telephone switch for the required expansion port network and other known requirements; (Q5) Does the solicitation require that 800 cables be punched in Bldg. #219 and 1,000 cables in Bldg. #119? If so, will punching the other end of these cables where they terminate in the laboratories be required? (A5) The answer to both questions is no. Rooms #119 and #219 will be located in the same building under construction at the U. S. Joint Forces Command, Suffolk, VA, and the required number of telephone closet terminations in those rooms, as solicited, was clear on its face. (Q6) Is it required that CAT5 cabling be punched-down on patch panels, and if so, do they need to be wall-mounted or rack-mounted? Are patch cords required? (A6) The answer to both questions is no. There is no requirement for patch panels, as the industry standard for telephone house wiring is 66-block or 110-block style terminal boards for all terminations and cross-connects; 110-block style terminal boards apply to this requirement, as solicited. Furthermore, there is no requirement for patch cords; (Q7) What is the current software release of the Definity G3r telephone switch? (A7) See revision to solicitation below; (Q8) Is the provision of software a part of the requirement? (A8) No; (Q9) Are the Avaya material codes referenced in the combined synopsis/solicitation Avaya SAP codes? (A9) Yes; (Q10) Will system installers require security clearances? (A10) No; (Q11) What is the distance between Rooms #119 and #219 as it relates to the required routing of 100 pair cables? (A11) See revision to solicitation below; (Q12) Will conduit be provided for the 100 pair cables that are to be installed between Rooms #119 and #219? (A12) See revision to solicitation below. The solicitation is hereby corrected as follows: (1) Remove: “pulling 28 100 pair cables between telephone closets;” Replace with: “pulling 10 100 pair cables between telephone closets;” (2) Remove: “labeling, dressing, and terminating 28 100 pair cables at MDF;” Replace with: “labeling, dressing, and terminating 10 100 pair cables at MDF;” (3) Remove: “labeling, dressing, and terminating 28 100 pair cables at IDF;” Replace with: “labeling, dressing, and terminating 10 100 pair cables at IDF.” The solicitation is hereby revised to incorporate the following: (1) Required Avaya equipment , as solicited, may be provided either as new or refurbished/warrantied-as-new; (2) The required expansion port network will be AC powered: 208 VAC, 60 HZ, single-phase; (3) Room #119 telephone closet is located directly below Room #219 telephone closet, with a distance of 17 feet between the true floor of Room #119 and the true floor of Room #219; (4) 3 existing conduits, each of 4” diameter, are dedicated as part of the building construction for receiving the required 10 100 pair cables between telephone closets; (5) The current software release of the existing Avaya Definity G3r telephone switch is R011r.03.0.526.5; (6) As solicited, the contractor shall be responsible for punching-down the 1,000 CAT5E cables onto the IDF’s that originate from the wall and floor jacks in Rooms #119 and #219. Upon completion of installation in the telephone closets, the contractor shall conduct a quality control procedure to insure proper termination of all wiring. The Government shall subsequently perform end-to-end connectivity testing and certify the cabling. Any identified faults found in the portion of work performed by the contractor, such as open or shorted punch-downs at the IDF’s, shall be the contractor’s responsibility to correct; (7) In order to gain access to the work site, the contractor’s representatives must be U. S. citizens and in possession of proper identification, such as a valid driver’s license; (8) The contractor’s hardware installation technicians must hold valid and current Avaya Incorporated certification of training in installation and troubleshooting of Avaya Definity G3r; and (9) The contractor’s terminal board/cabling installers must hold valid and current Registered Communications Distribution Designer (RCDD) certification from Building Industry Consulting Service International, Inc. (BICSI).
