- THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A REQUEST FOR PROPOSAL (RFP). Customs and Border Protection (CBP) has an immediate need for new technology, commercial off the shelf (COTS) License Plate Reader/Vehicle Counter System(s) to be installed and maintained to reflect additional CBP border crossing requirements. BACKGROUND: Customs and Border Protection (CBP) initiated a program that successfully developed, deployed and maintained License Plate Reader (LPR) and Vehicle Counter Systems (VCS). The LPR system automatically locates, reads and communicates the license plate information to the CBP Treasury Enforcement Communications System (TECS). TECS then automatically queries its database for law enforcement information associated with the license plate and its registered owner and then provides the inspector with the response information. This system eliminates inspectors from having to manually enter license plate information into TECS at operating terminals located at each Port of Entry primary inspection station. This process is time consuming, subject to error and requires that the inspector lose eye contact with the approaching vehicle and its occupants, thereby precluding the possibility to optimize inspection. The Vehicle Counter System (VCS) utilizes the License Plate Reader (LPR) equipment to count the number of vehicles passing through each lane as they enter the United States. The information is computerized for tabulation purposes/management reporting on the number of vehicles crossing the borders per day, per lane, in half-hour increments and is able to maintain a one-year tabulation on a rotating monthly basis. Currently, both the License Plate Reader and Vehicle Counter Systems are installed and maintained at inbound primary inspection lanes and some outbound traffic lanes at the Northern and Southern Border Ports of Entry. REQUIREMENTS: License Plate Reader - The License Plate Reader when installed, shall automatically locate, read, process and communicate the license plate data to the Treasury Enforcement Communications System. CBP requires the LPR system to locate the license plate(s), correctly read both the alphanumeric characters and the state or province of origin, sending the resulting license plate information (alphanumeric/province of origin) to TECS on at least 95% of all passenger vehicles which have at least one (1) license plate that is unobstructed, undamaged, and is in the field of view of the LPR system, as the vehicle passes through the lane. When the LPR system is deployed, it shall interface with TECS and be capable of recording, saving and retrieving license plate images as required. Vehicle Counter - The Vehicle Counter system shall be able to correctly count the number of passenger vehicles, which pass through a lane with at least 99% accuracy. This system shall be capable of tabulating and generating reports, for management purposes, on the number of vehicles crossing the borders per day, per lane, in half-hour increments. It shall also be capable of maintaining twelve (12) months of historical data, while saving data from the current month. All data must be saved to a portable media. CBP requires that the VC system be integrated within the LPR system. Security – Some employees associated with the installation of CBP License Plate Reader and Vehicle Counter equipment may be exposed to law enforcement data and may require a Department of Homeland Security/Customs and Border Protection background investigation. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as the result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable Government regulations.
