Description
The Department of Education intends to make a sole source award to Abacus Technology Corporation for maintenance and consulting support for its Telecommunication Automated Tracking System (TATS). The contractor will provide the Department of Education with maintenance and consulting services, including assisting ED staff with Telecommunications Ordering, Reporting and Inventory System (TORIS) configurations, specifications, code, functionality and general assistance inquiries for a base period of 10 months with 2 option periods of one year each. A sole-source procurement is requested because of the proprietary nature of the application Abacus Technology developed which cannot be obtained from a competitive procurement. Additionally, three other agencies (U.S. Courts, VA and Secret Service) have acquired and developed their own version of TORIS. Abacus Technology Corporation provides maintenance for these applications and periodically makes code changes to enhance system functionality (at no cost to the government). The Department would like to keep Abacus Technology Corporation on in a consulting capacity to keep the application at the same level as the other agencies and take advantage of the ongoing technology. This is not a request for proposals. However, all interested parties should submit a letter of interest to the contact person by the closing date in the notice. If any another sources are interested, the Department will post an amendment to this notice seeking capability statements from interested parties. If any other capable, responsible sources are found, this procurement will be opened for full and open competition.
