- REQUEST FOR INFORMATION Request No. SA-1301-OS-IRM The Department of Commerce, Office of Business Solutions, is seeking information for an Executive Leadership Development Program. This Request for Information (RFI) is issued solely for information purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to a contract. Further, the Department of Commerce is not seeking proposals, and will not accept unsolicited proposals or cost and pricing data. Industry organizations are advised that the U. S. Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be the sole responsibility of the industry organization. All submissions will be treated as business confidential materials, become Government property, and will not be returned. Responses are requested by March 19, 2004. STATEMENT OF WORK PROVIDE ORIENTATION FOR THE DEPARTMENT OF COMMERCE SENIOR EXECUTIVE SERVICE (SES) CANDIDATE DEVELOPMENT PROGRAM (CDP) and THE EXECUTIVE DEVELOPMENT LEADERSHIP PROGRAM (ELDP) INTRODUCTION AND BACKGROUND In the Department of Commerce over 70% senior executives are eligible to retire within the next five years. Under the direction of the CFO/ASA, the Office of Human Resource Management, Training & Knowledge Management has embarked on an aggressive program to update, advertise and implement a Senior Executive Service Candidate Development Program (CDP) for GS/GM-14/15s and the Executive Leadership Development Program for GS/GM-12-14s ready for implementation in FY04. The Senior Executive Service Candidate Development Program (CDP) and the Executive Leadership Development Programs are part of the succession planning process for the Department of Commerce. The CDP is a comprehensive program that supports the strategic goal of ensuring that personnel are available and well qualified for senior level positions. The program will provide a fair, equitable and sustainable process to identify, train, and develop high potential employees. OBJECTIVE The purpose of the CDP and the ELDP is to implement a progressive system of leadership and executive identification, development, and preparation resulting in a cadre of highly qualified people ready for senior management and executive service positions within the Department of Commerce. The CDP will: 1. Identify and select high potential candidates. 2. Provide a comprehensive orientation to executive level responsibilities. 3. Develop each participant=s Executive Core Qualifications (ECQs). 4. Broaden each participant=s understanding of DOC programs, missions, and values. The ELDP will: 1. Develop a diverse cadre of highly qualified leaders that will prepare participants to fill senior level or next level positions based on the Department=s workforce planning needs. 2. Develop candidates= understanding of Commerce mission, programs, priorities, and Congressional relations, and funding issues through enhancement of leadership and managerial competencies through training and development. TASK REQUIREMENT The Contractor shall deliver and manage a one week orientation each for both the CDP and the ELDP. The purpose of a single Contractor providing orientation for both programs is to: 1.Assure elimination of redundancies in workshops for both programs. 2.Provide appropriate level executive leadership and management training for each specific audience. 3.Provide quality workshops for both programs while maintaining differences as they relate to each program’s objectives. The CDP workshops will be structured to establish a solid framework with strategic implementation and practical guidance to meet the Department’s performance and organizational challenges. DELIVERABLES ¨Obtain location outside the immediate Washington DC metropolitan area for 1 week CDP orientation for early 2004. Examples of possible locations may include Richmond, VA, Charlottesville, VA, Leesburg, VA, Williamsburg, VA, Hagerstown, MD, St. Michael=s, MD, et al. Location outside immediate Washington, DC metropolitan area is recommended to provide maximum participation and an uninterrupted learning environment. Participants will be in TDY status. ¨Obtain location outside Washington, DC metropolitan area for 1 week ELDP orientation mid 2004. (Same as above) ¨Provide executive leadership development week-long residential program with workshops designed to assess individual leadership style, identify competency gaps and position employees to acquire new competencies. Workshop program material should be developed and presented for review and acceptance no later than two weeks before start date. ¨Provide coaching and assistance to program participants for development of final IDPs. Both orientations will include: ·Orientation program administration and logistics, e.g. workshop registration, lodging. ·Obtaining meeting space and workshop speakers. ·Obtaining meals, refreshment breaks, AV, etc. ·Participant notebooks and other workshop materials (40 units of each) (Note: A total of up to 35 participants will participate in each program, e.g. 35 for the CDP and 35 for the ELDP. At least 5 extra units should be available for DOC management reference. ·Administration of Leadership assessment instrument and results consultation for each participant, e.g. Leadership Effectiveness Inventory (LEI) or Myers Brigg Type Indicator (MBTI), 360 degree Feedback Assessment for CDP participants. ·Evaluation mechanism for each workshop. ·Evaluation instrument for overall orientation program. PERFORMANCE MEASURES/INSPECTION & ACCEPTANCE A)Materials and resources will meet the highest industry standards based on instructional systems design and as related to the OPM=s Executive Core Qualifications and Leadership competencies. B)Each workshop will be evaluated directly after its completion. All evaluation instruments will measure the ability of the participant to demonstrate attainment of the knowledge, skills, and attitudes that the workshop is designed to teach. C)Consultation by the contractor shall be proactive and result in a high degree of customer satisfaction. WORKSHOPS FOR CANDIDATE DEVELOPMENT PROGRAM (CDP) ORIENTATION AND THE EXECUTIVE LEADERSHIP DEVELOPMENT( ELDP) ORIENTATION CDP Orientation Target Audience: GS 14/15 Commerce-wide Workshops: The one week orientation will prepare and guide participants toward senior executive leadership thinking and candidate development program requirements. All workshops are related to the OPM=s Executive Core Qualifications. The CDP workshops will be structured to establish a solid framework with strategic implementation and practical guidance to meet the Department’s performance and organizational challenges. We recommend each workshop will be up to 2 hrs in duration. ·Orientation Overview ·Leadership and Management Overview ·President’s Management Agenda Overview ·Strategic Leadership in Performance Management ·Transition: Technical Expert to Executive ·Leading Organizational Change ·Team Project Assignment Working Groups ·Understanding and Utilization of the Leadership Assessment ·Communicating Your Leadership Message ·Facilitative Leadership ·Leadership Assessment (MBTI/360 degree Feedback) ·Dynamics of Public Policy an Ethics ·The Challenge of Creating Balance ·Coaching For Executives ·Mentoring ·Goal Setting: Plan of Action ELDP Orientation Target Audience: GS/GM 12/13/14 Commerce-wide Workshops: The one week orientation will prepare and guide participants toward leadership thinking and program requirements. All workshops are related to leadership competencies. Each workshop will be 2 hrs in duration.
