- Description
- The purpose of this synopsis is to announce that the contract ceiling on four multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts awarded on 11 September 2001 for National Communication System (NCS) Scientific Integration and Technical Assistance (SETA) will be increased by $108M from $64.5M to $172.5M. These contracts contain a base period and four option periods. Final expiration date of the last option period is 30 September 2006. It is necessary to increase the ceiling due to unanticipated requirements in support of the Department of Homeland Security (DHS) as a result of the events of September 11, 2001 (9/11). These requirements were not contemplated or included in the original ceiling of $64.5M, however, the work performed was within the scope of these contracts. As a result of the requirements placed against these contracts as a result of the events of 9/11, the contract ceiling of $64.5M is expected to be reached by the end of March 2004. An increase in the ceiling will provide for continued scientific engineering and technical assistance support services for various projects for the NCS and Department of Homeland Security. The increase will ensure that sufficient contract ceiling is available for new tasks expected in support of the DHS. The ceiling applies to all contracts and is not divided up in any away between the four contracts. A competitive follow-on acquisition is planned to replace these contracts when they expire on 30 September 2006. All task orders processed under the NCS SETA contracts are and will continue to be competed using fair opportunity procedures among the four NCS SETA contractors unless a fair opportunity exception in accordance with FAR 16.505(b)(2) applies. The four NCS SETA contractors and numbers are: Booz, Allen & Hamilton, Inc. (BAH) – DCA100-01-D-4001, Sytex, Inc. – DCA100-01-D-4002, Arrowhead Gobal Solutions, Inc. – DCA100-01-D-4003, and Communications Technologies, Inc. – DCA100-01-D-4004. See numbered note 22.
