- COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purchase request number F5SEGX40410400 is issued as a request for quotes (RFQ). This document incorporates provisions and clauses and provisions that are in effect through Federal Acquisition Circular 2001-20, Effective 23 February 2004. This synopsis/solicitation is set-aside for small businesses only. The NAICS Code for this synopsis/solicitation is 611699 (Size Standard = 500 or less employees). The Government intends to award one (1) contract with one (1) contract line item number (CLIN). THE NATURE OF THIS REQUEST IS TO PROVIDE FIVE (5) BEGINNER'S MOTORCYCLE SAEFTY RIDER COURSES (WITH AN OPTIONAL CLASS FOR MAKUP) AND ONE (1) EXPERIENCED MOTORCYCLE SAEFTY RIDER COURSE (WITH AN OPTIONAL CLASS FOR MAKUP) LOCATED ON HANSCOM AIR FORCE BASE. CONTRACTOR IS EXPECTED TO PROVIDE THE FOLLOWING PRODUCTS & SERVICES AND MEET THE SPECIFICATIONS FOR THE BEGINNER'S RIDER COURSE: a) All course material, audiovisuals, helmets, properly maintained motorcycles, and fuel. b) Helmets and motorcycles will in compliance with DOT and Massachusetts Dept of Vehicles. c) Must meet all requirements of the Motorcycle Safety Foundation course. d) Contractor will coordinate with the Commonwealth of Massachusetts, Registry of Motor Vehicles, to obtain waiver for road test for each person who successfully completes this course. e) Two day course. f) Qualifies graduates for insurance premium discounts with some motorcycle insurers. The Motorcycle Rider Course, Riding and Street Skills is aimed at beginning riders of all ages. A minimum of seven hours classroom instruction prepares the student for at least 8 hours of practical riding in a controlled, off street environment, typically a parking lot. The contractor includes motorcycles and helmets used in the course. g) Instruction shall emphasize the special skills and mental attitude necessary for dealing with traffic. h) All instructors must be certified by the Motorcycle Safety Foundation to teach this course. All instructors' certifications must be current. i) Contractor is responsible for obtaining range certification through the MSF. j) Contractor will supply any materials or specialized equipment for use on the range (i.e. pylons, cones, etc). k) Course must cover straight-line riding, turning, shifting and stopping and gradually progress to cornering, swerving and emergency braking. Classroom training must include, as a minimum, learning about the different types of motorcycles, their controls and how they operate. The instructors, all experienced motorcyclists, will advise students on what to wear for comfort and protection. Classroom training must also include how alcohol and other drugs affect the student's ability to ride safely. A very important segment of the course will show students how to create their own strategy for riding in traffic and dealing with critical situations. The course concludes with a knowledge test and skill evaluation. l) Students successfully completing this course will be issued a MSF Course Completion Card. m) Contractor will provide the results of each student's test and skill evaluation upon termination of class. n) Hanscom AFB Safety office will coordinate the class roster, names of students, classroom and range site. o) Projected course dates: 17-18 April 04 (12 students), 22-23 May 04 (12 students), 12-13 Jun 04 (12 students) 10-11 July 04 (12 Students), 14-15 Aug 04 (12 students), Optional: 28-29 Aug 04 (12 students). CONTRACTOR IS EXPECTED TO PROVIDE THE FOLLOWING PRODUCTS & SERVICES AND MEET THE FOLLOWING SPECIFICATIONS FOR THE EXPERIENCED RIDER COURSE: a) Must meet all requirements of the Motorcycle Safety Foundation course. b) One day course. c) Students use their own helmet and motorcycle in compliance with DOT and Massachusetts Dept of Vehicles. d) Contractor will coordinate with the Commonwealth of Massachusetts, Registry of Motor Vehicles, to obtain waiver for road test for each person who successfully completes this course. e) Qualifies graduates for insurance premium discounts with some motorcycle insurers. This is a seven hour Experienced Rider Course to hone the skills and fine tune the mental skills need for experienced riders survival in traffic. f) In the classroom students discuss with their peers how to balance the mental and physical aspects of safe riding, manage risk, increase visibility and optimize their lane position. The Experienced Rider Course must also cover protective gear, rider responsibility, motorcycle inspection and care, the effects of alcohol and other drugs on riding and an optional skill evaluation and knowledge test. g) Students, using their own motorcycle will put into practice the techniques of managing traction, controlling rear wheel skids, stopping quickly, cornering and swerving. h) Students successfully completing this course will be issued a MSF Course Completion Card. i) Contractor will provide the results of each student's test and skill evaluation upon termination of class. j) Contractor is responsible for obtaining range certification through the MSF. k) Contractor will supply any materials or specialized equipment for use on the range (i.e. pylons, cones, etc.). l) Hanscom AFB Safety office will coordinate the class roster, names of students, classroom and range site. m) Projected course date: 17 Jul 04 (12 students) Optional: 7 Aug 04. ANY interested vendors SHALL attend a site-visit before submitting a price quote based on FAR 52.237-1, Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The site-visit is scheduled for Monday, March 15, 2004. 9 A.M. (Eastern Standard Time). SHARP. Building #1900 at Hanscom Air Force Base in Bedford, Massachusetts. If the point of contact does not get notified, no exceptions will be made to get on the base. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors- Commercial. Evaluation/Award will be made to the responsible offeror whose offer is considered to represent the best value to the Government considering technical acceptability, past performance, and price. Technical acceptability and past performance, when combined are significantly more important than price. Offerors are required to submit at least three recent references for evaluation of past performance of same or similar services or items.
