Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES (REFERENCE FAR PART 13). ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01- 19. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested offerors may submit a quote. ***The National Institute of Standards and Technology (NIST), Neutron Imaging Facility, has a requirement for an image detector. ***All interested quoters shall provide a quote for the following line item: LINE ITEM 0001: Image Detector, meeting all of the following required specifications: (1) Must be an amorphous silicon receptor; (2) Neutron conversion screen changeable (provided by NIST). The Contractor shall mount a neutron-to-light converter screen on top of the amorphous silicon receptor in a light tight manner. The converter screen is 237 mm by 237 mm by a maximum of 3 mm thick. The screen is aluminum with converter material attached whose total thickness will never exceed 3 mm; (3) The conversion screen must be held in place with aluminum windows; (4) Materials exposed to incident beam are composed of aluminum or silicon, but no materials containing hydrogen, carbon or cobalt; (5) The equipment must be certified to have been tested with neutrons to determine that the primary function of the detector is not damaged by neutron radiation within a time period of one (1) year; (6) Readout electronics must be external to receptor area to avoid direct exposure to incident beam; (7) Receptor spectral response must be 400-700 nm with 550 nm peak response; (8) Active pixel matrix must be greater than or equal to 1,408 (h) x 1,888 (v); (9) Pixel pitch must be less than 0.128 mm squared; (10) Resolution must be at least 3.94 lp/mm at 5 frames per second, and 1.97 lp/mm at 25/30 fps; (11) Hard to X-Ray high energy must be 1,000 kVp; Fill factor must be greater than or equal to 56 percent; (12) Dynamic range must be greater than 2000:1; (13) Contrast Ratio Large Area (10%): Must be greater than or equal to 100:1; (14) Small Area (10mm) must be greater than or equal to 50:1; (15) Signal capacity must be greater than 5,000,000 electrons per pixel, lag must be less than or equal to 2%, third frame, gamma must equal 1, scan method progressive, unidirectional, data output high-speed serial, twisted pair, A/D Conversion 12-bits plus 1/2 LSB integral linearity, Frame Rate must be 1 fps - 30 fps, exposure window internal synchronized with external synchronization possible; (16) Non-Uniformity must be less than 1% of full scale maximum after dark current and sensitivity correction inside active area maximum inactive lines must be less than or equal to 10 total rows and columns with minimum separation 16 lines, maximum inactive pixels must be less than or equal to 1,500, Temperature Range must be 10-30 degrees C case temperature; (17) Power Source 110 V / 220 V, less than or equal to 15 Amp current draw; (18) Size: Width must be less than 22 inches in one dimension. Maximum thickness is six (6) inches; (19) Maximum weight of detector including lead cap is 100 pounds. A light weight detector is preferred; (20) Housing material must be aluminum; (21) Mounting holes front and rear faces must have 1/4-20 thread; (22) Must have built in command processor with ABS (LVDS) (30 frame per second video rate); (23) Fiber Optic Data Cable must be at least 30 meters (100 foot) and be protected from damage if walked on or stood on; (24) Image capture mechanism must be compatible with standard frame grabber boards and with an added option to capture images with standard video signals; (25) Must include a frame grabber card; (26) Software for real time imaging must be included. LINE ITEM 0002: INSTALLATION. The Contractor shall provide installation for the image detector. Installation shall include, at a minimum, uncrating/unpackaging of all equipment, set-up and hook-up of all equipment, turn key start-up, and demonstration of specifications. LINE ITEM 0003: TRAINING. The Contractor shall schedule and facilitate one (1) eight (8) hour) training session for three (3) NIST personnel, on-site at NIST Gaithersburg. The training shall provide a thorough demonstration of all equipment functions, equipment operation and basic troubleshooting. The training may be completed on-site at NIST immediately after installation and demonstration of specifications. The Contractor shall state the warranty coverage provided for the detector. The Contractor shall warrant the detector against neutron damage for a period of one (1) year from the date of acceptance by the Government. ***Delivery shall be FOB Destination. Delivery of equipment to NIST must be completed in the most expeditious manner possible. Installation and training must be completed not later than 20 days after receipt of the equipment by NIST. ***FOB DESTINATION MEANS: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. ***Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and Price. Technical Capability, and Past Performance, when combined, are more important than price. Past Performance and Price shall be evaluated only on quotations determined technically acceptable in accordance with the Technical Capability evaluation criteria. ***Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. The Contractor must certify that the primary function of the detector will not be damaged by neutron radiation for a period of one (1) year. NIST may require the detector be tested in a neutron beam at the NIST Center for Neutron Research with a beam provided by NIST at no cost to the Contractor. ***Past Performance will be evaluated to determine the overall quality of the product and service provided. Evaluation of Past Performance will be based on the references provided IAW FAR 52.212-1(b)(10) and/or the quoter’s recent and relevant procurement history with NIST or its’ affiliates. Quoters shall provide a list of at least three (3) references to whom the same or similar equipment has been provided. To the maximum extend practicable, references should be customers who have used the proposed detector with neutrons. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. ***The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items. It can be downloaded at www.nist.gov/admin/od/contract/agency.htm. ***All quoters shall submit the following: 1) An original and two (2) copies of a quotation which addresses Line Item 0001, and all Technical Evaluation Criteria; 2) Description of commercial warranty; 3) Two (2) copies of the most recent published price list(s) for all proposed commercial components; and 5) One (1) completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.acqnet.gov/far. ***All quotes should be sent to the National Institute of Standards and Technology, Acquisition and Logistics Division, Attn: Carol A. Wood, Building 301, Room B129, 100 Bureau Drive, Stop 3571, Gaithersburg, MD 20899-3571. Offerors shall ensure the RFQ number is visible on the outermost packaging. ***Submission must be received by 3:00 p.m. local time on MARCH 15, 2004. ***FAX AND E-MAIL QUOTES SHALL NOT BE ACCEPTED. CENTRAL CONTRACTOR REGISTRATION (CCR) Effective October 1, 2003, all vendors that do business with the U.S. Department of Commerce and the Federal Government must be registered in CCR. Contractors are strongly encouraged to register with CCR now to avoid payment delays. Changes to the Federal Acquisition Regulation (FAR) require, among other things, that contractors be registered in the CCR before award of any contract, basic agreement, blanket purchase agreements, or basic ordering agreement can be made, and that contract payments and/or new awards will be conditioned on CCR registration. The FAR change will also require that contractors with existing contracts that require performance after September 30, 2003, register in the CCR. There are 5 exceptions to the CCR registration requirement, including purchases that use the government-wide purchase cards as the purchasing mechanism, certain emergency operations and urgent procurements, certain purchases where CCR registration could jeopardize national security, and awards to foreign vendors for work performed outside the United States. The preferred method for completing a registration is via the World Wide Web at http://www.ccr.gov. There, a CCR Handbook is available to provide detailed information on data you will need prior to beginning the on-line registration, as well as steps to walk you through the registration process.
