Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19. ****The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible Parties may submit a quote. ****The National Institute of Standards and Technology (NIST), has a requirement for one (1) each X-Ray Camera and Rotating table to be used as a system by NIST’s Inorganic Materials Group in the Materials and Construction Research Division to study the movement of water through cementitious specimens. These components must be supplemented with the software needed to operate them. All interested parties shall provide a quote for the following line item: ****LINE ITEM 0001: Quantity one (1) each X-Ray Camera with the following required elements and specifications: **Active area shall be a maximum of 0.75 mm thick, and not less than 25 mm x 25 mm in size. Active Area must be a Cadmium Tellurium (CdTe) bounded Complementary Metal-Oxide Semiconductor (CMOS). **A pixel size of 100 microns x 100 microns or less; **A resolution of 256 pixels x 256 pixels or greater; **Pixel depth of 12 bits at 50 frames per second (fps) or more; **Frame rate within 3 to 100 frames per second (fps); **Power consumption of 15 Watts maximum; **Hybrid fill factor not less than 100 percent; **Saturation level not less than 60 kiloelectron Volts (KeV) of 2500 photons per pixel per second; **Detective Quantum Efficiency (DQE) of greater than 90 percent at 60 kiloelectron Volts (KeV); **Controls to adjust brightness, contrast, and gamma; **Hybrid fill factor not less than 100 percent; **Shall have the capability to export windows bitmap format (BMP) or Tag Image File Format (TIFF) images; **Ability to export video in uncompressed, Audio Video Interleave (AVI) format up to 20 frames per second (fps); **Hybrid contrast shall be less than 0.6 percent.**** ****LINE ITEM 0002: Quantity one (1) each Rotating Table with the following required elements and specifications: **Rotating table shall allow the system to perform computer tomography to extract three-dimensional images of specimens; **Table must have cylindrical shape; **Wobble must be not greater than 70 microns; **Load capacity of not less than 5 kg (kilograms); ** Absolute resolution of 0.001 degree or better; ** Diameter shall be 80 mm; ** Power consumption shall be less than 1 Watt.**** ****LINE ITEM 0003: Quantity one (1) each Computer System with Operating Software to Control X-Ray Camera and Rotating Table with the following required elements and specifications: **Two (2) hard drives of not less than 36 Gigabytes each; **An operating system of Windows 2000 or XP, U. S. A. version or equal; **An Intel Dual Xeon processor of not less than 3 Gigahertz; **A RAM of not less than 1024 megabytes; **CD-ROM recorder with DVD 48x, CD-ROM 24x, CD-RW-16x; **Operating Software for control of X-Ray Camera and Rotating Table; **Intranet capabilities of standard PC 10, 100, or 1024 Mbits/s (Megabits Per Second) and TCP/IP (Transmission Control Protocol/Internet Protocol); **Computer system shall allow for computations to be distributed to several other PCs in NIST’s laboratory to increase the computational efficiency of the entire system. **The entire system must be compatible and capable to be fully integrated with NIST’s current machine hardware and safety features: NIST”S Current Machine Hardware: **Monitor: NEC/ Mitsubishi, Model # Accusync 90, 6665 Monitor Air-Quality; **Computer: Zitech, Model # 9100, 7010 Computer System, general purpose; **X-Ray System: GNI, X-Ray Absorption System, 6635 Safety Features of Current Machine Hardware: **Emergency shut-down interlock switches on the outside of the machine; **Automatic shut down of X-ray production when the door of the machine is opened; **Red and Green lights on the outside of the machine indicating when X-ray production is on and off, respectively; **Messages from the software indicating when X-rays are being produced; **Radiator and ventilator to cool the system.**** ****LINE ITEM 0004: Installation with the following required elements and specifications: **Installation shall include, at a minimum, uncrating, set-up and hook up of all equipment; integration of all new equipment into the existing equipment; installation and start-up of all new software, turn-key start-up of the integrated system; functional test to ensure all components are working and demonstration of specifications.**** ****LINE ITEM 0005: Training with the following required elements and specifications: ****The Contractor shall provide training, on-site at NIST, for three (3) NIST personnel. The training, shall be performed concurrently for the 3 members, cover a complete description of the components of the X-ray camera and rotating table and, at a minimum, a description of how each component works, a description and demonstration of the new software, with explicit instructions about how each segment of the software works. Training is anticipated to be not less than 4 hours.**** ****LINE ITEM 0006: Technical Support with the following required elements and specifications: ****The Contractor shall provide technical support and be available to answer questions during NIST’s normal Eastern Standard Time or Eastern Daylight Time working hours of 8:30AM-5PM for 3 years after delivery. The methods of contact shall be phone calls and emails.**** ****DELIVERY SHALL BE FOB DESTINATION and shall be completed in accordance with the Contractor’s commercial schedule. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ****The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical Capability, and Past Performance, when combined, are more important than Price. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. ****Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on information obtained from the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its’ affiliates. Quoters shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. ****The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. Schwam, Building 301, Room B175, 100 Bureau Drive, Stop 3571, Gaithersburg, MD 20899-3571. ****Submission must be received by 3:00 p.m. local time on March 19, 2004.
